File Note: It is submitted that the subject cited rice sheller has been established after obtaining consent to establish (NOC) vide no. CTE/Fresh/FZR/2023/22250449 dated 26.06.2023, valid upto 25.06.2024 for the manufacturing of Raw rice with dryer @ 6 TPH and Sorted Rice @ 6 TPH, under Orange category, with certain conditions mentioned therein alongwith the specific that the rice sheller will install stack of shelling section & drier section in the khasra no. 31// 25(8-0) which is at distance of 500 meter from the National Highway, village limits, residential area and 15 pucca houses as per Tehsildar, Zira & DTP report. Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981, for the manufacturing of Raw rice with dryer @ 6 TPH and Sorted Rice @ 6 TPH. The detail of case is as under:- • The industry has deposited Rs. 54,000/- vide UTR/Ref. No. POD012474378 dated 20.02.2024 under the Water Act, 1974 and Rs. 54,000/- vide UTR/Ref. No. N048242889578294 dated 17.02.2024 under Air Act, 1981, against the fixed assets of Rs. 180.63 Lakhs as on 31.01.2024 as per CA certificate. Thus, the consent fee is adequate upto 31/12/2029 under each Acts. • The industry has submitted an undertaking through its partner regarding installation of cyclone separators as APCD for the Pre-cleaning section and sheller section as per dimensional drawing given in the feasibility report submitted to the Punjab Pollution Control Board. The industry was visited by this office on 22.02.2024 and it was observed as under:- 1. The rice sheller unit in operation during visit. 2. The industry has installed machinery of rice sheller for which NOC has obtained by it, in the processing shed and the processing shed has been covered from all sides. 3. The rice sheller has installed stack of shelling section & drier section in the khasra no. 31// 25(8-0) in compliance to the condition of Consent to Establish (NOC) 4. The industry has installed cyclone as APCD with shelling section and paddy pre cleaner dryer section. All dust emitting points have been connected with hooding system. Adequate stack heights have been provided with both APCDs alongwith sampling arrangements. 5. The industry has provided wall of adequate length and height 15 ft around husk storage area. 6. The industry has provided brick paved road on movement area within the premises. 7. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary. 8. The industry has planted trees along its boundary wall. The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2028 for operation of rice sheller unit to manufacture Raw rice with dryer @ 6 TPH and Sorted Rice @ 6 TPH, under Orange category, subject to the suitable conditions and a specific condition that the industry will get its emissions analyzed from Board's lab, within one month.
