It is submitted that the HCF has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 13 beds) along with Request Letter, Copy of BMW Authorization, Bed Capacity Certificate, Agreement made with CBWTF valid up to 31/03/2028.
The hospital has deposited Rs. 24,000/- vide UTR/Ref. No. SBIN524029106362 dtd 29/01/2024 under Water Act, 1974, Rs. 2000/- vide UTR/Ref. No. SBIN524029111312 dtd 29/01/2024 as NOC regularization fee, Rs. 500/- vide UTR/Ref. No. SBIN524029109404 dtd 29/01/2024 as application form fee and Rs. 24000/- vide UTR No. SBIN524029081157 dated 29/01/2024 under Air Act, 1981, which is adequate up to 30/09/2039.
1. The hospital has submitted completion certificate regarding installation of ETP of capacity @ 10 KLD consisting of components Bar Screen – Oil & Greaes Trap – Equalization Tank - Collection Tank – Pre-Filtration Tank - Sludge Drying Beds – Filter feed pump - Outlet.
2. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 13 no. beds valid upto 31.03.2028
It is pertinent to mention here that Board issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal consent to establish/consent to operate to the Orange & Green category industries. Now in continuation to above orders Board has issued fresh orders vide no. 329 dated 14/9/2023 regarding to Auto generation of renewal of consent to establish / operate / Authorization of any category of Small-Scale industries / projects / Health Care Facilities (up to 50 beds) and Hazardous Waste generating industries.
It is further intimated that the hospital is complying with the provisions of Water Act, 1974 and Air Act, 1981. The hospital is having bed capacity of 13 beds and competency to decide the case lies with Environmental Engineer.
Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 30/09/2028 with suitable terms & conditions along with special conditions that :-
1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board. |
