File Note: It is submitted that the matter has been discussed with MS in the presence of CEE (P), your good-self and EE, RO, SAS Nagar (telephonically) and it was decided that the tripartite agreement executed by Regional Office be got examined from the SLO of the Board. Accordingly, opinion of the SLO was obtained on e-note separately. Accordingly, letter was issued vide no. 5507-08 dated 27.02.2024 and copy of the same is attached herewith for kind perusal. Further, it is submitted that earlier, the CETP was granted NOC for treating the trade effluent @ 600 KLD. However, now, the CETP has applied for the collection and treatment of trade effluent @ 300 KLD to be lifted from electroplating/ surface treatment industries of four districts namely Mohali, Patiala, Fatehgarh Sahib and Rupnagar alongwith industries of Chandigarh (i.e. 50% for which NOC was granted). Matter has been discussed with the Competent Authority w.r.t allowing lifting of effluent from electroplating industries of Chandigarh and it has been decided that initially, the effluent from Chandigarh shall be considered later on and presently, the CETP may be allowed to lift and treat the effluent from industrial units of four districts of Punjab. Decision w.r.t Chandigarh shall be taken after adjudging the performance of CETP from four districts of the Punjab only. In view of the above mentioned facts alongwith recommendations of EE, RO, SAS Nagar and opinion given by SLO, if approved, the following action may be taken: A. Electric connection of the CETP may be restored for further six months for its operations. B. The decision regarding deposition of Bank Guarantee amounting to Rs. 10 lacs from the new operator may be reviewed after assessing the working of CETP after one month. C. The application of the CETP for grant of consent to operate under the Water Act, 1974 and the Air Act, 1981 for treatment of electroplating effluent of quantity of 300 KLD i.e. 50% of capacity for which NOC was earlier granted to CETP may be considered for six months for the area already demarked i.e. SAS Nagar, Rupnagar, Fatehgarh Sahib and Patiala, subject to suitable conditions as per the policy of the Board, please. D. Separate order be issued for restoration of the area under jurisdication of CETP earlier allotted to it (Districts SAS Nagar, Rupnagar, Fatehgarh Sahib and Patiala). E. Er. Ravdeep Singh, AEE, RO, SAS Nagar is be appointed as Nodal Officer for checking/ monitoring the CETP fortnightly and therafter sending the report through EE, RO, SAS Nagar to Zonal Office alongwith complete details vis-a-vis quantity of effluent lifted, treated and legacy waste treated with balance quantity.
