Sir, the project proponent has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water Act, 1974 and Air Act, 1981 under red category and small scale alongwith requisite documents for the establishment of new Industrial unit for galvanizing and auto blacking of hardware goods.
The project proponent has submitted project report with total cost of Rs. 31.47 Lacs
The industry has submitted certificate issued by DTP, Ludhiana vide no. 3026 dated 22.12.2023 which states that the site of the industry falls in industrial land use zone as Master Plan, 2007-31.
On perusal of the project report submitted by the industry, the project proponent has submitted following proposals :-
1. The project proponent has proposed to installed water polluting process.
2. The industry has propose to install one no. auto blacking section and one no. galvanizing furnace.
3. The effluents generated during the manufacturing process will be lifted and treated by the operator J.B.R. Technologies Ltd. for which agreements @ 10000 Ltr/month have been made by the industry with the CETP operator. The industry has also proposed to install Scrubber with Zinc Plant to control Air Pollution also
4. The industry has proposed to install non-polluting machinery in the rest of its premises.
5. The project proponent has not proposed to install any other air polluting machinery other than hot dip galvanizing furnace.
6. The industry has propose to install wet scrubber as APCD on the hot dip galvanizing furnace.
7. Trade effluent to be generated and will be lifted to CETP Operator and domestic effluent shall be discharged onto land for plantation after septic tank.
The industry has already made agreement with CETP operator of 10000 Ltr/month capacity.
Accordingly, the site of the project was visited by RO on 21.02.2024 and it was reported that :-
1. The project proponent has provided the boundary wall.
2. The construction of the shed has also been completed and the machinery is arriving at site. The operation has not been started yet.
3. The industry does not attract the provisions of EIA notification dated 14.09.2006, as such, the industry is not required to obtain environmental clearance under the EIA notification dated 14.09.2006.
In view of above, it is recommended that the project proponent may be granted 'Consent to Establish' (NOC) under the provisions of the Water Act, 1974 & Air Act, 1981 for one year with appropriate conditions, please.
