However the offline agenda note is being attached and details are given below- It is submitted that the establishment is a orange category (2007-Food & Food processing include fruit and vegetable processing) small scale unit and was granted consent to establish vides no. CTE/Fresh/SGR/2023/20812603 dated 07/03/2023 for manufacturing of Fruit Juice @ 38 KLD, to be packed in Aseptic pack @ 5500 Number/day and Pet bottle pack @ 1500 Number/Day by using Sugar @ 2500 kg/Day, Pulp @ 2500 Kg/Day, Water @ 50 KLD and Flavor @ 10 Litre/Day, as raw material, with certain conditions mentioned therein. Now the industry has applied for obtaining 'consent to operate' from the Board for the manufacturing of Aseptic Paper (5 Rolls no./day) @ 38000 Liter/day, Aseptic pack @ 5500 Number/day and Pet bottle pack @ 1500 Number/Day by using Sugar@ 2500 Kgs/day, Pulp@ 2500 Kgs/day, Water@ 50000 Liter/day, Flavours @10 Liter/day, Cartoon(Box) @5000 Numbers/Day, PVC Labels@ 100 Kgs/day, Plastic Caps @100000 Numbers/Day, Preform @2000 Kgs/day and Aseptic Paper @5 Rolls no./day as raw material through OCMMS alongwith requisite documents. The industry has earlier deposited fee as metioned at Sr. no. (vi) against the gross value of fixed assets of Rs. 233.58 lacs as on 31.03.2023 as per CA cert. dated 10.05.2023, which is adequate upto 31.05.2026. The industry has submitted lease deed dated 15.09.2022 of land & building, which is valid for 3 years i.e. upto 14.09.2025. To check the submission made by the industry, the site of the industry was visited by the undersigned on 28/02/2024 and during visit, following observations were made: 1. The industry was found in operation for manufacturing of Fruit Juice and Pet bottle by using Sugar, Pulp, Water, Flavor and PVC Labels, Plastic Caps, Preform and Aseptic Paper as raw material. 2. The Industry is engaged in the production of fruit juice by mixing R.O water with the pulps of different fruits and after mixing the fruit juice is being packed into plastic bottles and cardboard(paper) bottles. 3. The manufacturing process to be involved is as under: Sugar Syrup preparation: Sugar is added to water (in desired ration) and heated to dissolve. The contents are continuously agitated to facilitate dissolution of sugar. Filtration: The sugar syrup is passed through multi-stage filtration to effect removal of all suspended impurities. This sugar syrup is stored in a tank. Fruit pulp blending: The fruit pulp is blended with additives / preservatives, etc. in desired quantities. Beverage Pre-preparation: The blended fruit pulp is mixed with sugar syrup and the consistency of the tank contents are adjusted by adding adequate quantity of water. Homogenizer: The material is homogenized with fine-pin-hole grinder and the product is stored in ready beverage tank. Pasteurization: To eliminate the possibility of microbial contamination in the product, the beverage is subjected to pasteurization, wherein, it is slowly heated to 1100 C under pressure and subsequently cooled to 700C. 4. The industry has provided blow moulding machines to produce PET pre-form (of suitable size, purchase directly from the market) are subjected to blow-molding. The blow-molding is being continuous cooling through a chiller and cooling water is being recirculated. 5. The filled bottles are labeled are printed and subjected to final inspection before being stored for dispatch. 6. The industry has provided ETP plant of capacity 10 KLD for treatment of its wastewater @ 10 m3/day to be generated from processes like clean in place (CIP), housekeeping, cooling, boiler blowdown and RO reject. Further, the treated effluent as well as domestic effluent is being discharged into PSIEC sewer. 7. During visit, the ETP was found in operation. However the effluent samples could not be collected due to the non availability of treated water reached to the outlet of ETP. 8. The industry has installed 1 no. boiler of capacity 2.0 TPH, equipped with cyclone followed by stack of adequate height as APCD. The stack emission sampling was carried out on 23/03/2023 and as per analysis report, the SPM was found 235 mg/Nm3 which is within permissible limit as prescribed by the Board. From above, it is clear that the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981. The competency to decide the case is Senior Environmental Engineer as per the policy of Board dated 30/04/2013 In view of above mentioned facts, it is recommended that the industry may be granted consent to operate for the manufacturing of Aseptic Paper (5 Rolls no./day) @ 38000 Liter/day, Aseptic pack @ 5500 Number/day and Pet bottle pack @ 1500 Number/Day by using Sugar@ 2500 Kgs/day, Pulp@ 2500 Kgs/day, Water@ 50000 Liter/day, Flavours @10 Liter/day, Cartoon(Box) @5000 Numbers/Day, PVC Labels@ 100 Kgs/day, Plastic Caps @100000 Numbers/Day, Preform @2000 Kgs/day and Aseptic Paper @5 Rolls no./day, as raw material, under the Water Act, 1974 and the Air Act, 1981 upto 31.03.2025, with suitable conditions mentioned therein.
