It is submitted that earlier, the hospital was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/ASR/2018/ 7042393 dated 13/02/2018 up to dated 30/09/2022 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/ASR/2018/7042604 dated 13/02/2018 up to dated 30/09/2022 (for 35 authorized beds with discharge of Domestic effluent @ 13 KLD). Now, the hospital has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 30 authorized beds) along with Compliance of the previous granted consents, copy of Agreement with CBWTF, Municipal Corporation Letter, BMW Certificate, Undertaking and Request Letter etc. The hospital has already installed pre-treatment system in its lab and OT for treated liquid waste. The hospital has submitted a receipt issued from MC, Amritsar showing that the sewer of the hospital is connected with the sewer of MC, Amritsar which ultimately leads to STP 95 MLD at its terminal end.
The hospital has deposited Rs. 10,000/- (Rs. 5000/- vide UTR No. CBINH24005733508 dtd 05/01/2024 and Rs. 5000/- vide UTR No. CBINH24005736409 dtd 05/01/2024) as Consent fee, under Air Act, 1981 and Rs. 10,000/- (Rs. 5000/- vide UTR No. CBINH24040845431 dtd 09/02/2024 and Rs. 5000/- vide UTR No. CBINH24040846164 dtd 09/02/2024) as Consent fee under Water Act, 1974, which is adequate up to 30/09/2028. It is pertinent to mention here that earlier the Board has issued order vide no. CEE(HQ)F.No. 957/2016/59 dated 2/2/2016 regarding to grant of auto renewal consent to establish/consent to operate to the Orange & Green category industries. Now in continuation to above orders Board has issued fresh orders vide no. 329 dated 14/9/2023 regarding to Auto generation of renewal of consent to establish / operate / Authorization of any category of Small-Scale industries / projects / Health Care Facilities (up to 50 beds) and Hazardous Waste generating industries. It is further intimated that the hospital is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. The hospital is having bed capacity of 30 beds and competency to decide the case lies with Environmental Engineer. In view of above, it is recommended that the consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be further extended to the HCF up to 30/09/2028 subject to usual conditions and along with special conditions as under:- 1. The HCF will submit the waste water analysis report to the Board, within 02 months, where STP at terminal end is installed. 2. The HCF will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
