It is submitted that the subject cited industry is engaged in the business manufacturing of Raw/ Sortex Rice@ 1.5 TPH and Steamed rice/ Parboiled Rice @
2 TPH by using paddy@5.25 TPH as raw material. The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. SEE(ZP-II)/SGR/WPC/2008-09/V-183 dated 10/10/2008 valid upto 30/09/2020 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. SEE(ZP-II)/SGR/APC/2008-09/V-178 dated 10/10/2008 valid upto 30/09/2028 with certain conditions.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Raw/ Sortex Rice@ 1.5 TPH and Steamed rice/ Parboiled Rice @ 2 TPH online along-with requisite documents and consent fees.
The industry has already deposited Rs. 1,00,000/- and Rs 1800/- vide R. No. 37/5262 dated 01/07/2019 as water consent fee and Rs. 1,00,000/- vide R. No. 36/5262 and Rs 1800/- dated 01/07/2019 as air consent fee, respectively, the industry as per latest CA certificate dated showing the value of fixed assets of Rs. 250.68 lakh, which is adequate upto 30/09/2028 under the Water Act, 1974 under the Air Act,1981.
The industry has submitted the compliance report of conditions of the consents earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.
The industry has submitted a request letter wherein it has been mentioned that the industry has increased its land 14 kanal 14 marle. And no machinery will be added in the additional land and this land will be used for godown purposes.
It is pertinent to mention here that as per record file, earlier the industry has 14 kanal 13 marle land having khasra no. 2//12 min(8-0),20(3-11), khatauni no. 31/1, khasra no. 3//6/1(3-2) and now the industry has increased its land area about 14 kanal 14 marle. The land documents of the additional land has been attached online having khata no. 114/147,120/111,121/112, 108/139, khasra no. 2//18/2/2(2-11).
Accordingly the site was visited by undersigned on 28.02.2024 and during visit it was observed which are placed below-
The industry as well as APCD were in operation and industry was engaged in the manufacturing of Steamed Rice.
The industry has provided boiler furnace followed by twin-cyclone as APCD having adequate stack height.
The industry has also provided cyclone as APCD with paddy pre-cleaning section and shelling section to control the dust emissions.
The industry has provided plantation area to utilize the treated trade effluent inside the premises.
The domestic effluent is being discharged onto land for plantation after passing through septic tank.
The industry has provided brick road within its premises for movement of vehicles.
The industry has made more than 15ft brick wall around rice husk area.
The industry is disposing off its bolier ash in an environmentally sound manner.
Thus, the industry is complying with the conditions of consent earlier granted to it.
The industry has increased its land area which is used only for godown purposes and no machinery of any kind has been installed in the additional land. Thus the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
It is also mentioned here that in similar cases, PPCB has issued varied consents to rice mills subjected to condition that no machinery will be added in additional land and the additional land will only be used for godown purposes.
In this regard, the industry has also submitted the affidavit that no machinery will be added in additional land and the additional land will only be used for godown purposes.
Keeping above in view above mentioned facts, it is, therefore, recommended that varied consent to operate under the Water Act, 1974 may be granted to the industry upto 30/09/2028 for the production of Parboiled/ Steamed Rice @ 2.0 TPH & Sorted Raw Rice @ 1.5 TPH by processing of Paddy @5.25 TPH as raw material in the land area of 29 karnal 9 marle, subject to the suitable conditions as per the policy of the Board with special condition that no machinery will be added in additional land and the additional land will only be used for godown purposes.
