File Note: It is submitted that the subject cited industry is a small scale Green category unit and applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 770.36 Lacs as on 28/02/2022 as per CA Certificate dated 03/03/2022, which is adequate upto 31/12/2029 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 07/08/2020 after deducting NOC Regularization fee. The industry was visited by the undersigned on 29.02.2024 and it was observed as under: 1. The industry was in operation. 2. The industry is engaged in manufacturing of PVC Wall Panels @ 21 MTD by using raw material as PVC Resin (Fresh) @ 7.48 MTD, CaCo2 @ 14.10 MTD, PVC Hot Stamp Film for PVC Panel Lamination Sheet @ 500 Sq.m/day, PVC Film for PVC Panel Lamination Sheet @ 20500 Sq.m/day. 3. The manufacturing process is Raw Material – Mixture – Extruder – Production Line – Lamination – Finished. 4. It has installed 4 no. mixers, 30 no. extruders and lamination machine. 5. Domestic effluent generated by the industry is discharged onto land for plantation after passing through septic tank. 6. The industry has installed 3 no. DG sets of capacity 500, 500 and 910 KVA, equipped with canopies and adequate stack heights. 7. The industry has submitted building plan prepared by Sh. Rajnish Kumar Singla approved Architect from Director of Factories, Punjab. Suitability of site The industry has submitted letter no. 298 dated 02.02.2021 from DTP, which is reproduced as under: “Your request for Change of Land Use (C.L.U) for land measuring 3.77 Acre located at village Dugri (H.B.No. 220) Tehsil Payal, Distt.Ludhiana has been considered in this office. The site falls in Industrial Land Use Zone as per Notified Master Plan Ludhiana (2007-2031).” Since, the industry falls in the industrial zone as per Master Plan, Ludhiana. So, the site is suitable. In the subject cited case, the industry has mentioned ground water extraction @ 1.25 KLD. Considering 25 working days per month, ground water extraction will be 31.25 KL/month, which is less than 300 KL/month. It is therefore recommended that 'consent to operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31/12/2029 with suitable conditions as per policy of the Board and special condition that the industry shall apply for EPR registration under Plastic Waste Management Rules, 2016.
