The Regional Office has submitted report in lieu to the application filed by the project proponent.
Upon perusal of the report sent by RO, the following points have been observed:
• The industry is a bulk POL storage depot engaged in storage of High-Speed Diesel, Motor Spirit and Ethanol. The industry was earlier granted Consent to Operate under the provisions of the Water Act, 1974 and the Air Act, 1981 for MS BS VI @ 5110 Kilo Liters/Day, HSD BS VI @ 12320 Kilo Liters/Day & Ethanol @ 430 Kilo Liters/Day, which are valid upto 31.03.2024, subject to certain conditions as mentioned therein.
• The industry was granted Consent to Establish (NOC) for expansion under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act 1981 vide no. CTE/Exp/JAL1/2022/17874646 dated 05/07/2022 which was valid 04.07.2023, for storage of HSD BS VI @ 12320 Kilo Liters/Day, MS BS VI @ 5110 Kilo Liters/Day & Ethanol @ 790 Kilo Liters/Day proposing for addition of 2 Nos. Ethanol under Ground (UG) tanks of 180 KL capacity each in order to meet Ministry directive of minimum storage for 20% Ethanol blending with 02 points for unloading facility, subject to certain conditions as mentioned therein.
• The industry has applied for fresh Consent to Operate under the Water Act, 1974 and the Air Act, 1981 for for the storage of HSD BS VI @ 12320 Kilo Liters/Day, MS BS VI @ 5110 Kilo Liters/Day, Ethanol @ 790 Kilo Liters/Day.
• However, the project proponent has not submitted revised layout plan approved by the competent authority after incorporating details for addition of 2 Nos. Ethanol under Ground (UG) tanks of 180 KL capacity each. One layout plan attached with the application is not legible.
In consideration of the same; if approved, a clarification be raised to the unit to submit revised layout plan approved by the competent authority after incorporating details for addition of 2 Nos. Ethanol under Ground (UG) tanks of 180 KL capacity each (for which Consent to Establish expansion earlier granted).
