File Note: It is intimated that earlier the consent to establish (NOC) from pollution angle under the provisions of Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention& control of Pollution) Act, 1981 was granted vide online reference no. CTE/Fresh/PKT/2024/23543383 dtd 24/01/2024, which is valid upto 23/01/2025 for the production of Washed Crushed Bajri @ 4000 CFT/Day, Washed Sand @ 5000 CFT/Day & Silt @ 500 CFT/Day by using River Bed Material @ 9500 CFT/Day under orange category. Now the industry has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS mode under orange category. The industry has deposited Rs. 42,000/- vide UTR No. 154756102 dated 21/01/2024 & Rs. 42,500/- vide UTR No. 154756102 dated 21/01/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 respectively, including Rs. 500/- as Form Downloading fee against total gross value of fixed assets worth Rs. 1,29,10,753/- as on 12/02/2024 and same are adequate upto 31/01/2029 under both Acts. The industry was visited by officer of this office on 26/02/2024 and compliance of code of practice was observed as under:- 1. The industry is a stone crusher the industry has installed the machinery for crushing of stone. 2. The stone crusher has provided chutes to the end of the conveyor belts. 3. The stone crusher has provided recirculation system for recirculation the washing effluent into the process. 4. The stone crusher has provided water sprinklers along the movement area and ramp. 5. The stone crusher has stabilized the approach road with river bed material within the premises and on the ramp. 6. The stone crusher has provided green belt along the boundary, however, same needs to be properly maintained for its proper growth. 7. The stone crusher has provided wind breaking wall around the pheriphery as per Environmental Guidelines. 8. The unit has been guided to follow the various Environmental Guidelines issued by the CPCB for the Stone Crusher and the Stone Crusher has assured to follow the said guidelines and will operate the stone crusher after the compliance of Environmental Guidelines. The project proponent has submitted Approved Building Plan from the competent person under the Punjab Factories Act, 1948 (Agenda Note is also attached herewith). In view of above, it is recommended that consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2028 with suitable along with special conditions :- 1. The stone crusher shall comply with the orders of NGT in O.A. No 57/2020 or any relevant orders of Competent Authority in related matter. 2. The stone crusher shall maintain the plantation cover around the periphery so as to comply with the code of practice. 3. The stone crusher shall comply with the new Environmental Guidelines issued by the CPCB for the stone crushing unit. 4. That board is at liberty to revoke the consent to operate granted to the industry, if industry fails to comply with Environmental Guidelines issued by CPCB vide letter no. CP-12/9/2022-IPC-V-HO-CPCB-HO dated 01/08/2023.
