File Note: It is submitted that the project proponent is a small scale green category unit. The project proponent has applied for obtaining Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for 6 SCO plots & 4 Shops, alongwith requisite documents and fee. NOC Fee The project proponent has submitted brief project reportas per which the proposed cost of the project is Rs. 2.45 Crore. The project proponent has deposited Rs. 8,900/- vide R. No. 533725352 dated 02.03.2024 including form fee. The NOC fee deposited by the project proponent is adequate for one year. Land Documents The project proponent has submitted deed of reconstitution of partnership executed on 01.10.2020 between Sh. Murari Lal Bansal S/o Sh. Sham Lal Bansal, Sh. Satish Kumar S/o Sh. Sham Lal, Sh. Gagandeep Singh Paul S/o Sh. Parminder Singh, Sh. Ashok Kumar Kaushik S/o Sh. Jawala Parshad and Sh. Gurpreet Singh S/o Sh. Davinder Singh. The project proponent has submitted copy of CLU issued vide no. S1/CLU/ADC(UD)/S.A.S.Nagar/2022/704 dated 03.03.2022 regarding permission granted for change of land use under sub-section (1) of section 81 of the Punjab Regional and Town Planning and Development Act, 1995 for Commercial Colony/Project is given below”- Khewat/Khatone No. 81/82, 80/81 & khasra no. Damanjit Singh Mann. Water Pollution The project proponent has submitted the project report and as per which the total estimated population of the project will be 72 persons. The total water demand for the project will be 4 KLD. About 3 KLD of domestic effluent will be generated from the project. The project will provide Septic Tank for treatment of domestic waste water after treatment it will be used for green area within the project till we get the sewer connection or the STP of MC Zirakpur is upgraded. However, the project has been advised to install individual STP for treatment of domestic effluent and a condition has been imposed in this regard. Air Pollution The project proponent has not proposed to install any D.G set. As such there is no other source of air pollution. Applicability of EIA notification dated 14.09.2006 As per the application form and site plan submitted by the project proponent the project shall be developed as building and construction Project. As the total built-up area will be less than 20,000 sq.mtr, it is not covered under category 8-B of the EIA notification dated 14.09.2006 and not required to obtain prior Environmental Clearance. Visit The site of the project was visited by AEE of this office on 01.03.2024 and during visit, it was observed that: 1. The site is empty plot and located at Village Dhakoli, Tehsil Zirakpur, District SAS Nagar, Mohali. 2. As physically observed, the distance of the proposed site from the various approved existing operational industries / units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per the siting criteria given as under: Sr. No. Type of Industrial unit Required distance as per siting criteria 1. Jaggery Unit 200 m The site is complying with general siting criteria as per policy dated 30.04.2013 and specific sitting guidelines as per the Department of Science, Technology, Environment, Government of Punjab notification no. 3/6/07/STE(4)/2274 dated 25.07.2008. Recommendations In view of the above, it is recommended that Consent to Establish (NOC) from pollution angle under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for 1 year subject to suitable conditions and following additional conditions that: 1. The project proponent shall install STP of adequate capacity for treatment of domestic effluent and shall submit completion certificate of the same at the time of consent to operate. 2. The CTE/NOC has been granted on maximum effluent discharge of 3 KLD and the project proponent shall be bound to obtain revised NOC from the Board, if, in future the effluent generation exceeds the consented discharge. 3. The project proponent shall only use treated water from STP Zirakpur for construction purpose and submit an agreement in this regarding within 1 month. 4. The project proponent shall not provide any occupancy in the project without obtaining the prior permission / consents of the Board and is bound to make adequate arrangement for the disposal of treated domestic effluent before providing any occupancy. 5. The project proponent shall place adequate no of bins outside its premises from where the Municipal Solid Waste shall be got lifted. 6. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing on-site facility to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. The project proponent shall install mechanical composter for the treatment of wet biodegradable solid waste. 7. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 8. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. 9. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disburse in the air in any form. 10. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 11. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project. 12. The NOC/ CTE has been granted on the basis of information filed by the project proponent and if, in future any information is found wrong, the Board has right to revoke the NOC/ CTE. *Competency – Environmental Engineer Date of Receipt: 02.03.2024 Date of Scrutiny: 04.03.2024 Date of Deemed Approval: 26.03.2024
