Sir, it is submitted that the application of the industry for obtaining fresh consents under the Water Act, 1974 and the Air Act, 1981 has been scrutinized and following observations were made:
1. The industry in its manufacturing process has mentioned dryer as part of its process and machinery. However, it has applied under green category without dryer i.e. 3005- Biomass briquettes (sun drying) without using toxic hazardous wastes, which is wrong.
2. The industry its application form has mentioned its category as green, however, the industry falls under orange category at no. 2026 as per revised categorization of industries by CPCB.
3. The revenue report submitted by the industry is incomplete as per the general siting guidelines prescribed by the Board for establishment of the new unit i.e. distance of the site from MC limit, village phirni and residential area.
4. The industry is also required to submit land use pattern of the industry as per the notified master plan of Rajpura.
5. The industry has submitted registration certificate as date of commissioning i.e. 05.03.2018, therefore, the industry is required to deposit NOC fee and consent fee w.e.f. 05.03.2018.
6. The industry is required to deposit penalty fee w.e.f 01.11.2018 as per Board's circulated dated 29.10.2018.
7. The industry has kept its application form blank w.r.t. water consumption, wastewater generation and source of emission and its measures.
8. The industry is required to submit CA certificate mentioning the latest value of fixed assets of the industry without depreciation, so as to adjudge the adequacy of consent fee.
Therefore, the application of the industry for obtaining fresh consents cannot be processed at this stage and the application may be returned with the request to industry to re-submit its application after attending the aforesaid observations.
