It is submitted that the project proponent was granted 'Consent to establish/(NOC) from pollution angle vide no. CTE/Fresh/PTA/2023/22923890 dated 11/08/2023, which was valid upto 10/08/2024 for Residential Plots 87 and Commercial Plots 7 in an total area of project i.e., 32142.32 sqm project namely “Green Avenue” at Chunagra Road, Patran, Distt. Patiala developed by M/s Parmod Kumar and Others under orange category subject to suitable conditions and special conditions as mentioned therein.
Now, the project proponent has again applied for obtaining 'consent to establish'(NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 for Residential Plots @ 200 Numbers/Day, EWS Plots @ 38 Numbers/Day and Commercial Plots @ 7 Numbers/Day in an total area of project i.e. 72059.34 sqm (17.80 acre) with requisite documents.
Project Cost & Fee Details
The industry has deposited Rs. 18000/- vide R. No. 213192283 dated 06.01.2024 on account of NOC fee against the proposed project cost of Rs. 788 lakh as per the project report, which is adequate for one year.
Feasibility Report
The industry has submitted feasibility in which it was mentioned that Green Avenue by M/s Pramod Kumar & Others, Patran, Distt. Patiala (Punjab),is a proposed residential colony development located at Patran, Distt. Patiala, Punjab. The development will comprise of residential and commercial plots. The total land area of the project is 17.8 acres.
Water
The industry will require water for domestic purpose @ 165 KLD water, which contributes to about 132 KLD of domestic sewage. These wage generated in the facility will be discharged into sewage treatment plant tank which will install in the premises. After that, it will be reuse for plantation purpose.
CLU Report
The project proponent has been granted CLU vide letter Memo No. PB/CLU/PTA/PATRA/865 Date 23-09-2021 from the Department of Local Government, Punjab, in which the site has been converted to residential area.
The project proponent has been granted CLU vide letter Memo No. PB/CLU/PTA/PATRA/2689 Date 13-01-2023 from the Department of Local Government, Punjab, in which the site has been converted to residential area.
Visit Report
Accordingly, the proposed site was visited by undersigned on 26.02.2024 and observed as under:
1. The PP has started construction of roads and 3-4 houses has started construction.
2. The PP has submitted CLU from local Government in which site falls in residential area.
3. No air polluting industry was observed within the 100m from the proposed site.
4. The site is area development project which will be over taken by the MC, after completing the basic requirements/ development by the project proponent.
5. The project proponent has proposed to install STP of capacity 150 KLD out of which 12 KLD will be recycled into toilets & plantation and remaining 117 KLD will be discharged into M.C. sewer. The industry is advised to increase its discharge in the plantation area/green area. Generally, there is problem in the colonies that they will not able to discharged its effluent in the green area due to the problem of smell. The colony may provide dedicated area of plantation for the discharge of treated effluent.
As per the Local Department report, and visit of undersigned, the establishment is complying with the siting guidelines of the Board.
In view of the above, if approved, it is recommendation that the Project Proponent may be granted for one year for consent to establish (NOC) from pollution angle for Residential Plots @ 200 Numbers/Day, EWS Plots @ 38 Numbers/Day and Commercial Plots @ 7 Numbers/Day in a total area of project i.e., 72059.34 sqm (17.80 acre) under orange category as area development project subject to the suitable conditions and following additional conditions: -
a. The project proponent shall not commission its unit without obtaining consent to operate under the Water Act, 1974 and the Air Act, 1981.
b. The project proponent shall provide dedicated area for handling the discharge of treated waste water and increase the area for handling the discharge and only surplus will be discharged into the MC sewer.
c. The project proponent shall comply with the provisions of the Solid Waste Management Rules, 2016 for disposal of solid waste generated from the premises.
d. The project proponent shall comply with PWRDA guidelines.
e. The project proponent shall comply with the provisions of Noise Pollution (Regulation & Control) Rules, 2000.
