File Note: It is submitted that the industry has applied for fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 for operation of RMC batching plant @ 30 m3h. Detail of the case are as under: - 1. The industry has submitted its project report mentioning cost of fixed assets of Rs. 201.0 lakh. The industry has deposited Rs. 44000/- vide UTR No. CMS3223225266 dated 05.04.2023 (including Rs. 8400/- as NOC regularization fee, Rs. 8400/- as consent fee under Air (Prevention & Control of Pollution) Act, 1981, Rs. 500/- as application form fee) as consent fee under Water (Prevention & Control of Pollution) Act, 1974, which it is adequate upto 31.03.2026 under both acts. 2. The industry has submitted DTP report vide no. 212 dated 15.02.2023 regarding the site and has mentioned that the site is reserved for installation of water treatment plant in 40-acre land and as per Master Plan, Amritsar the site is falls under residential land use zone and activity i.e., Water Collection Treatment and Supply is allowed as per code1-2 of unified zoning regulation 2018. 3. The industry has submitted project report under the contract allotted to L&T, the Contractor is to perform all activities as are required for design, build and operation services for providing Bulk Water supply services in Amritsar City. Establishment of the batching plant required to meet the concrete supply for of 1.25 lakh cum L&T limited company have allowed to establish the batching plant in WTP premises for temporary basis upto completion of the project. 4. The industry has submitted copy of land record on the name of local body department, Govt. of Punjab. 5. The project proponent has also submitted copy of LOI made with Municipal Corporation, Amritsar for construction of the project. The industry was visited by officer of this office on 01/03/2024 and observed as under:- 1. The site of the project was under progress for installation of water treatment plant of 440 MLD which is being constructed by Local body department, Govt. of Punjab. 2. The contractor has installed one no. batching plant of RMC which was not in operation at the time of visit. 3. The unit has installed bag house as APCD with cement storage silos and has provided waste water recirculation system. Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for temporary basis up to 31/03/2026 for operation of RMC batching plant.
