• The industry is a medium scale red category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 valid upto 28.02.2024 for manufacturing of striking tools, Crowbars @ 9 Metric Tonnes/Day by using carbon steel @ 9 Metric Tonnes/Day as raw material by installing 17 Nos. electric induction heater, 18 Nos. oil fired furnaces, 6 Nos. electric tempering furnace, 8 No. Shot Blasting machines, 6 No. powder coating machine, 1 No. Hardening and tempering furnace and 4 Nos. DG sets of capacity 500 KVA, 250 KVA and 60 KVA under small scale
• Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of carbon steel @ 9 MT/day by using striking tools, Crowbars @ 9 MT/day as raw material under medium scale red category unit and detail of the same is as under:-
1. The industry has deposited Rs. 2,10,450/- vide UTR No. SBINR52024022003564789 dated 20.02.2024 under Water Act, 1974 and Rs. 2,24,400/- vide UTR No. SBINR52024022003559673 dated 20.02.2024 under Air Act, 1981 and NOC against the fixed assets of Rs. 1985.25 lacs, which are adequate upto 28.02.2029.
2. The industry has made an agreement with JBR Technology, Ludhian for the lifting of trade effluent @ 6000 Ltr/month
3. The industry has submitted classification of area certificate issued from DTP, Jalandhar in which mentioned that the site falls in Industrial Zone.
4. The industry has submitted approved building plan from Competent person under Factories Act, Punjab.
5. The industry has submitted manufacturing process, copy of records maintained by the industry, list of discard sold machinery and list of added machinery with the application.
• As per the latest CA certificate submitted by the industry the total fixed assets of the industry has increased from earlier Rs. 1555.61 lacs to Rs. 1985.25 lacs and plant and machinery has increased from Rs. 751.69 lacs to Rs. 1181.33 lacs. The industry has submitted detail of machinery added with the application and replacement of existing machinery.
• The industry was visited by AEE of this office on 04.03.2024 and observed that:
1. The industry was in operation and is engaged in manufacturing of striking tools/hand tools.
2. The industry has installed 18 nos. Electric furnace including induction heaters with adequate stack height at site.
3. The industry has installed 12 nos. oil fired furnace with adequate stack height.
4. The industry has installed 7 nos. gas fired furnace with adequate stack height.
5. The industry has installed 3 nos. Hardening and tempering Furnace with adequate stack height.
6. The industry has 6 Nos. Tempering Furnace with adequate stack height.
7. The industry has installed 10 Nos. shot blasting machine with inbuilt bag filter house as APCD with each.
8. The industry has installed 08 nos. powder coating with oven and cyclone separator as APCD.
9. The industry has 6 Nos. grinding section with cyclone separator as APCD.
10. The industry has installed 8 Nos. hammers and 02 No. Pneumatic Hammers at site.
11. The industry has installed 2 Nos. DG sets of capacity 250 KVA, 2 No. DG sets of capacity 350 KVA, one 500 KVA and one 60 KVA with canopies at site.
12. The industry has also provided a pickling section.
13. The industry has provided water meter on the pipeline carrying fresh water in the pickling section.
14. The industry has provided 2 no. plastic tank for collection of effluent of 2000 ltr capacity each.
15. The industry has stored approx. 1200 ltr effluent in these tanks as checked at the time of visit.
16. As per the records produced the industry, it has consumed approx. 9067 ltr of fresh water and H2SO4 @ 4065 ltr and balance of trade effluent of Sept 2023 @ 5116 ltr (Total@ 18248 ltr) and got lifted to JBR Technology @ 18074 ltr, which was found in order.
17. The domestic effluent of industry is being discharged into sewer.
18. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a medium scale red category unit and competency to decide such type of case lies with Chief Environmental engineer, Jalandhar.
Recommendation:- Keeping in view of above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2028 with usual conditions as per policy of the Board.
