Sir, the project proponent has applied for obtaining of consent to establish (NOC) under the provisions of Water Act, 1974 and Air Act, 1981 under orange category for setting up manufacturing unit for Wrapper & other packing material @ 2160 MTD.
The site of the proposed unit was visited by RO on 11.01.2024 and it was reported as under:-
1. The proposed site is located at Village Hiran Chandigarh Road, Hiran, Jagroan, Ludhiana.
2. The project proponent has earmarked the boundary of the proposed industry and the building for the proposed unit was under construction.
3. There will be no source of air emission except D.G set.
4. The industry has proposed to install 1 D.G set, which will be equipped with stack of adequate height.
5. There will be no generation of treated trade effluent, only domestic effluent, which will be discharge onto land for plantation after treatment through STP.
6. The project proponent has submitted certificate of principal approval vide bearing no. 4511 dated 23.08.2023.
7. The industry has also obtained registration under Plastic Waste Rules as importer.
8. The site is suitable for such type of establishment.
In view of above, it is recommended that, Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year with suitable terms and conditions and with special conditions that:
1. The industry shall got itself registered under EPR on centralized portal before commissioning the unit.
2. The industry shall not indulge in any process leading to the generation of trade effluent.
3. The industry shall obtain authorization under Hazardous & Other Wastes(Management & Transboundary Movement) Rules, 2016
