Sir, the industry is a small scale red category unit. Earlier, the industry was visited by the officers of the Board and it was observed that the industry was operating pickling and wire drawing unit without the permission of the board and was discharging the pickling effluent directly into sewer.
Accordingly, the direction were issued u/s 33-A of Water Act, 1974 for disconnection of electric supply available to the industry. The electric supply of the industry was disconnected vide TDCO no. 1016/164 dated 16.11.2024.
The industry has now applied for fresh of consent to operate under Water Act, 1974 & Air Act, 1981 along with requisite documents.
The industry has submitted approved building plan from architect approved by Director of Factories, Punjab. The industry has submitted MSME certificate as a proof of date of commissioning.
The site of the industry falls in industrial zone as per the khasra number mentioned in gazzete notification.
The site of industry was visited by Regional office on 21.02.2024 and it was reported as under:-
1. The industry was not in operation during visit due to disconnection of electric supply.
2. The industry has signed agreement with M/s JBR Technology Pvt. Ltd., Focal Point, Phase-8 Ludhiana @ 1500 Ltr/M for the treatment & disposal of trade effluent generated from process.
3. The industry has installed water meter at pipeline from where fresh water is consumed in process.
4. The industry is discharging only domestic effluent into sewer.
5. The industry has submitted building plan from architect approved by Director of Factory, Pb.
6. The industry has applied for fresh consent after depositing NOC regularization fee and the compliance to the conditions of the NOC is attached alongwith in annotated form counter signed by the visiting officer,.
7. The industry is complying with the provisions under Water Act, 1974.
In view of report of RO, it is recommended that:-
1. Consent to operate under Water Act, 1974 may be granted to the industry for a short period of six months with special conditions that the industry shall maintain the record of water consumption in process as well as effluent lifting on daily basis.
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued for restoration of electric connection of the industry temporarily for six months, please.
