File Note: The industry is a large scale orange category unit and was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2022/19380388 dated 21/09/2022, valid upto 30/09/2023 for the manufacturing of Cotton and Synthetic Yarn @ 15 T/day The industry was given personal hearing before the Chief Environmental Engineer, Ludhiana on 07.02.2024 w.r.t notice to issue directions u/s 33-A of the Water Act, 1974, wherein, it was decided as under: 1. The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974, within 03 days. 2. The Environmental Engineer, Regional Office-1, Ludhiana shall verify compliances submitted by industry and send further recommendations on merits. In compliance to the decisions of personal hearing, the industry has applied for obtaining renewal of 'consent to operate' under the Water Act, 1974. 1. To verify the compliance, RO has visited the industry on 02.02.2024 and it was reported as under: 2. The industry has installed Sewage Treatment Plant of capacity 15 KL for treatment of domestic effluent. 3. It has installed water meter at the outlet, whose reading was 747.5 KL and is maintaining proper record. 4. The industry has properly developed plantation area in 0.5 acre under Karnal Technology and removed all the wild growth and maintaining proper ridges & furrows. 5. The industry has also provided uniform distribution network in the plantation area. 6. The industry has also installed environmental data board outside the premises and installed danger sign and data board outside hazardous waste storage room. Now, the industry is complying with the environmental laws. 7. Further, a sample was also collected from the outlet of STP and all the parameters are reported within the prescribed standards by Board’s lab. As per analysis report, BOD is reported as 26 mg/Nm3 against the prescribed standard of 100 mg/Nm3, pH 7.9 against the prescribed standard of 5.5-9.0, TSS 56 mg/Nm3 against the prescribed standard of 200 mg/Nm3, TDS 1024 mg/Nm3 against the prescribed standard of 2100 mg/Nm3, COD is reported as 76 mg/Nm3, and O&G BDL against the prescribed standard of 10 mg/Nm3. 8. The industry has mentioned ground water extraction @ 50 KLD. Considering 25 working days per month, ground water extraction will be 1250 KL/month, which is more than 300 KL/month. The industry has applied for obtaining permission for ground water extraction from PWRDA on dated 29.12.2023. The consent fee deposited by the industry is adequate upto 30/06/2027. In view of the above, it is recommended that 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 may be renewed upto 31.03.2027 with suitable conditions as per policy of the Board, please.
