File Note: It is submitted that earlier the project proponent was granted Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2020/12247488 dated 02.03.2020 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2020/12247356 dated 02.03.2020, both having validity upto 30.06.2025 for manufacturing of conveyor Belts @ 880 Meter/day as product and Rubber @ 1.33 T/day, Fabric @ 0.66 T/day as raw material with subject to suitable conditions and special conditions mentioned therein. Now, the project proponent has increased its production and has applied for obtaining “Consent to Establish” expansion from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and after expansion the capacity of the unit shall be Conveyor Belts @ 1780.0 Meter/day as product by using Rubber @ 3.0 T/day, Fabric @ 1.50 T/day as raw material alongwith documents and fee. NOC Fee The project proponent has deposited Rs. 21,600/- vide UTR. No. N047242888190673 dated 16.02.2024, against the total project cost of Rs. 810.00 lacs. The NOC fee deposited by the industry is adequate for one year. Suitability of site There is no addition of land and the site of the industry falls in FEZ area of Dera Bassi. Further there is no residential area village lal lakir/phirni within the 100 mtr boundary of the project. Hence, the site is suitable for expansion and the expansion proposed by the industry can be regularized. Water Pollution There is no generation of trade effluent. However, domestic effluent @ 3.6 KLD will be generated after the proposed expansion. The industry will provide STP of adequate capacity for treatment of the same. The industry has adequate green area for reuse of treated effluent. Air Pollution The industry has already installed 01 no. thermopack of capacity 4 lac kcal and using wood as fuel in the furnace and provided dust collector as APCD alongwith stack of adequate height. The industry has now proposed to install 01 additional thermopack of capacity 6 lac kcal with cyclone separator as APCD by using wood as fuel, which is adequate. The industry has installed 2 nos D.G sets of capacity 320 KVA and 140 KVA with canopies and adequate stack heights. Visit The site of the industry was visited by the undersigned on 02.03.2024 and it was observed that:- 1. The industry is engaged in business of manufacturing of conveyer belt by using natural, SBR, MDR & reclaimed as raw material and same was in operation at the time of visit. 2. The manufacturing process of the industry consist of Raw material kneadingmixing clandering joining multiple rubber sheets balkanization in hydraulic press cuttingready & dispatch. 3. The industry has presently proposed to install one more manufacturing line and will add one more manufacturing line in the same shed. 4. The industry has submitted the approved site plan prepared by Er. Sukhjinder Singh Competent Person from Director of Factories, Punjab. 5. The industry has installed 02 no. DG set of capacity 320 & 140 KVA, both are equipped with canopy and stack of adequate height. 6. There is no generation of any kind of effluent as no water used in the process. 7. The industry has provided septic tank for the treatment of wastewater and further treated water is being discharged onto land for plantation. The industry will provide STP of adequate capacity after the proposed expansion. 8. The industry has complying with the previous consent granted to it under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Recommendations Keeping in view of the above, it is recommended that “Consent to Establish” (NOC) expansion from the pollution angel under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Conveyor Belts @ 1780.0 Meter/day as product and Rubber @ 3.0 T/day, Fabric @ 1.50 T/day as raw material may be granted for one year with subject to suitable conditions and special conditions that: - 1. The industry shall apply for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 before operating its new machinery. 2. The industry shall install STP of adequate capacity for treatment of wastewater generating from its premises and shall submit completion certificate at the time of obtaining consent to operate. 3. The project proponent shall use only treated wastewater for plantation/ irrigation purpose within its premises and shall not use fresh water for the same, in any case. 4. The industry shall not discharge the effluent into any drain/choe/nallah, in any case. 5. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 6. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 7. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 8. The NOC is being issued to the project proponent based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 9. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 10. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
