It is submitted that the industry is a small scale orange category unit and has applied for obtaining NOC/consent to establish for establishment of a new rice sheller unit for manufacturing of Sorted raw rice (with dryer) @ 5.0 TPH by using Paddy @ 7.5 TPH as raw material.
The industry has deposited Rs. 8900/- (Rs. 8400/ NOC fee + Rs. 500/- application fee) vide UTR no. 119885978 dated 25.02.2024 as NOC fee against the proposed project cost of Rs. 176.74, which is adequate for one year.
The industry has obtained DTP certificate vide letter no. 220 DTP (S) RSM-1 dated 09/02/2024 in which it is stated that site of industry falls in revenue estate of Village Hathan, having Khasra No. 305 (2-03), 306 (5-19), 309 (5-19), 310 (5-19) in land measuring 20 bighe 0 bishwe. The report of the above site given by the DTP is reproduced as under:-
A(i) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਕਿਸੇ ਡੈਜੀਗਨੇਟਿਡ ਫੋਕਲ ਪੁਆਇੰਟ ਜਾਂ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿਚ ਨਹੀਂ ਪੈਂਦੀ ਹੈ।
A(ii) ਸਾਈਟ ਕਿਸੇ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ/ਮਾਸਟਰ ਪਲੈਨ ਦੀ ਹੱਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ।
A(iii) ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਨੈਸ਼ਨਲ ਹਾਈਵੇ, ਸਟੇਟ ਹਾਈਵੇ, ਸ਼ਡਿਊਲਡ ਰੋਡ ਜਾਂ ਕੋਈ ਬਾਈਪਾਸ ਨਹੀਂ ਪੈਂਦਾ ਹੈ।
The DTP vide above letter has also informed that some houses and a dera falls outside the phirni of village Hathan are located within 500 mtr area of the site. The DTP also informed that the industry is complying with the point no. A(i) to A(iii) of the notification dated 15.10.2013 of Govt. The industry shall establish its APCDs as per Punjab Pollution Control Board guidelines. The copy of the report of DTP is attached in list of documents.
The industry has submitted Revenue Department report issued by the Tehsildar, Malerkotla reported vide dated 13.02.2024 which is reproduced as under:-
(i) The proposed site falls at distance of more than 1500 mtr from lal lakir / phirni of Village Hathan. No historical place falls in area of 500 mtr of the site.
(ii) No wild life sanctuary / Zoo, residential area, educational institute, historical place, religious place and protected monument etc. within 500 mtr from the proposed site.
(iii) The proposed falls at distance of more than 1500 mtr from city Malerkotla/MC.
To verify the facts, the site was visited by undersigned on 27/02/2024 and it was observed as under:-
(i) The site is located in the revenue estate of Village Hathan, Tehsil & District Malerkotla.
(ii) No construction work has been started at site and land is lying vacant.
(iii) There is no approved residential area, educational institute, historical place, religious place, protected monument within 500 mtr of the proposed site. There are 6 houses and a dera in house within 100 mtr area of the site and a 11 KVA electric wire passing through one side of the site. The project proponent has submitted that they have given the application in the PSPCL office for shifting of the 11 KVA line from their premises and same will be shifted before start of construction of the project. The copy of the application applied in PSPCL office is enclosed for kind perusal.
(iv) The industry has proposed to install separate cyclone separator as APCDs for shelling section and paddy cleaner of dryer section. In this regard, the industry shall also submitted feasibility report, which is principally adequate.
(v) The industry does not propose to use any water in the process, thus no trade effluent will be generated from the process. The industry has proposed to use 1.0 KLD of water for domestic use, thus only domestic effluent @ 0.6 KLD will be discharged onto land for plantation after passing through septic tank.
(vi) The industry has submitted copy of project report, proposed layout plan, Partnership Deed, CLU certificate, Tehsildar report, and Copy of registry.
From the above, it is clear that the industry is meeting with the specific siting guidelines prescribed by the Board for the establishment of a rice sheller unit, as per Deptt of Science Technology & Environment Govt. of Punjab Order No. 10/48/2004/STE(4)/932 dated 15.10.2013.
Keeping in view of above, if approved, the consent to establish (NOC) for setting up of rice sheller unit at proposed site to manufacture Sorted raw rice (with dryer) @ 5.0 TPH by using Paddy @ 7.5 TPH as raw material may be granted to the industry with suitable conditions as per policy of the Board and special condition that:
The industry shall comply with the terms and conditions mentioned in the DTP certificate vide letter no. 220 DTP (S) RSM-1 dated 09/02/2024 by the Competent Authority and will obtain the consents of the Board before commissioning of the unit. The rice sheller shall be bound to got shift its 11 KVA line from PSPCL authorities from its premises before the starting its construction work.
