It is intimated that the industry is a medium scale orange category unit and was earlier granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 CTOW/Renewal/LDH1/2023/22648025 dated 11.08.2023 valid up to 10.02.2024 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2023/22648004 dated 11.08.2023 valid up to 10.02.2024 with suitable terms and conditions and temporary restoration of electric connection upto 10.02.2024, as on dated 31.05.2023 the case was listed and the Appellate Authority vide its letter no. 185-187 dated 15.06.2023 disposed off the appeal with directions to the Board to reconsider the case and pass fresh orders in the matter within one month. The orders of the Appellate Authority have already been forwarded to the Competent Authority.
Now the industry has applied for renewal Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents for production of Edible Crude Oil @ 15 TPD, Edible Oil @ 300 TPD & by-product de-oiled cake @ 80 TPD and further restoration of electric connection.
The industry has already deposited Rs. 338400/- vide UTR. no. HDFCR52022110357576083 dated 03.11.2022 under Water Act, 197, Rs. 338400/- vide no. HDFCR52022110357565178 dated 03.11.2022 under Air Act, 1981 which is adequate upto 30.09.2027.
To verify the facts the industry was visited by AEE of this office on 05.03.2024 & observed that:-
1. The industry was not in operation during visit due to breakdown of the unit.
2. The solvent recovery unit has already been dismantled by the industry and the report regarding same was sent to Competent Authority vide e-note no. 20859766 dated 04.04.2023. Now, the industry has machinery for manufacturing of Edible Crude Oil @ 15 TPD, Edible Oil @ 300 TPD & de-oiled cake @ 80 TPD.
3. The industry has installed ETP for treatment of effluent generated from its existing unit of solvent extraction plant. The treated effluent will be disposed off onto land for plantation & has adequate area for its disposal. The component of ETP is Graded Screen-Oil and grease separator- Raw Waste water collection-cum-reaction tank-Primary Clarifier- Up-flow anaerobic bio-filter-Aeration tank (MBBR)- Secondary clarifier-Filter feed sump- Multi-grade pressure depth filter- primary/secondary sludge handling.
4. Separate ETP provided for refinery unit.
5. The industry has installed a rice husk fired FBC boiler of capacity 5 TPH with trima cyclone as APCD and adequate stack height.
6. The industry has also installed one thermopac along-with multi-cyclone as APCD.
7. Domestic effluent @ 2 KLD will be discharged onto land for plantation after septic tank.
8. The industry has one D.G. set of capacity 320 KVA with canopy and adequate stack height.
9. The industry has got analyzed its air emission and effluent from NABL lab on 04.05.2023 and 02.02.2024 respectively and as per the report the results are within the limits.
In view of above, it is recommended that the 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for further six months along with restoration of electric connection to the industry.
