It is submitted that as per the directions the matter was taken up with the project proponent and he has submitted the reply of the clarification on 06.03.2024 as under:-
"It is informed that we have already proposed and reserved 5182.52 sqm (1.2 acres) area to develop plantation. In this area, we will provide the trees to reuse the treated sewage and apart from it the treated sewage will be also used in dual plumbing and in construction activities. The above said proposal will be sufficient to handle the effluent generated from the colony. Further, our colony may take 5-6 years in fully development and occupancy of the project. We have taken the permission from the PWSSB for discharge of treated sewage into sewer as additional alternate as project presently falls within MC limit, if it will be required in future. Otherwise the entire treated sewage will be reused in plantation in an area of 1.2 acre, in dual plumbing and in construction activities as stated above. Kindly grant us the NOC for the above said purposes, please."
In view of above, the project proponent has already proposed the disposal of treated sewage in dual plumbing and in construction activities and only excess sewage will be discharged onto land for plantation in an area of around 1.2 acres for the disposal treated effluent. Hence, the proposal proposed by the project proponent is adequate and permission of PWSSB for discharge of treated sewage into sewer has been taken as alternate measure at later stage as it will take 5-6 years for complete establishment.
In view of above, it is recommended that the consent to establish (NOC) for development of a residential colony at Near Moga T-Point, Barnala, Nihal Singh Wala Road, Barnala, Punjab in an area of 15.8875 Acres may be granted with suitable conditions as per policy of the Board and with special condition that:-
1. The project proponent will be bound to provide the dual plumbing for treated sewage and treated sewage will be used in construction activities and will develop the adequate plantation area with long trees in an area of 1.2 acres for the disposal of its entire treated effluent.
2. In any case no treated/untreated will be discharged into MC sewer without obtaining NOC from the Board.
