• It is intimated that the PSIEC, Focal Point, Jalandhar has installed a STP for the treatment of domestic effluent generated from the industries running in Focal Point, Jalandhar.
• The Executive Engineer, PSIEC, Focal Point, Jalandhar was given personal hearing before the Chief Environmental Engineer, Jalandhar on 12.10.2023 (through video conference) for violations of provisions under the Water (Prevention & Control of Pollution) Act 1974, wherein it was decided as under:-
1. The PSIEC shall operate its Sewage Treatment Plant (STP) regularly & efficiently, so as to achieve the prescribed standards. The PSIEC shall maintain proper record regarding the operation of Sewage Treatment Plant (STP).
2. The PSIEC shall connect all its sewerage lines with the STP, so as to ensure that whole of the effluent being generated from focal point is discharged after adequate treatment.
3. The PSEIC shall ensure that no effluent is to be discharged into Kala Sanghian drain from any sewage line including the storm water drains.
4. The PSIEC shall make alternative mode of disposal like utilization of treated effluent onto land for plantation / irrigation and submit a proposal to this effect, within 02-months.
5. The PSIEC shall apply for consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 alongwith complete documents within 20-days.
6. The Environmental Engineer, Regional Office-1, Jalandhar shall visit the STP, verify the effluent being received at the STP collect effluent sample after stabilization of STP and send report in this regard after one month.
Accordingly, to verify the latest status, the STP was visited by officer of this office on 02.02.2024 and observed that :-
1. The STP was in operation during visit.
2. The STP is consisting of inlet chamber screening chamber O&G chamber equalization tank settling tank fine war chamber grit removal chamber flash mixing tank clariflocculator tank SBR-1 SBR-2 chlorine tank DM filter UV filter treated water tank Ultra Filtration outlet. But during visit, the ultra filtration was not in operation due to fault in compressor.
3. The effluent sample of the STP was collected during visit in the presence of representative of STP from inlet and final outlet of the STP and same was sent to Boards Lab for analysis. As per analysis report received from Zonal lab, Jalandhar the results are as under:-

As per analysis report received all the parameters are found within the prescribed limits of the Board. Presently, the PSIEC is still discharging its trade effluent into M.C sewer.
4. The PSIEC has now made operational its Sewage Treatment Plant (STP) and is maintaining the record regarding the operation of Sewage Treatment Plant (STP) on daily basis.
5. The PSIEC has connected all its sewerage lines with the STP arising from focal point and treated into the same.
The PSIEC department has submitted a letter vide No. PSIEC/EE-IV/1455 Dated 15.02.2024 to this office that at present the outlet of STP is connected with sewer of Municipal Corporation, Jalandhar which further leads to STP Jaitewali, Jalandhar. The Assistant Corporation Engineer (O&M) Municipal Corporation, Jalandhar vide its letter No. 311/SDO dated 13.02.2024 mentioned that the discharge of STP cannot be taken into M.C sewer due to low capacity of main sewer and a scheme is being prepared by PSIEC for use treated effluent back into focal point. The PSIEC authority has requested to this office to give permission to STP 5 MLD for the discharge of treated domestic effluent into Kala Sandhian Drain with follows the specified norms of treated effluent as follows:-

The PSEIC has not submitted compliance of decision No. 3 and decision No. 4 to this office till date.
• Now, PSIEC, Focal Point, Jalandhar has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 under large scale red category and detail of the same is as under:-
1. The department has deposited of Rs. 2,10,000/- vide UTR No. ICICR52024022700549017 dated 27.02.2024 under Water Act, 1974, Rs. 2,10,000/- vide UTR No. ICICR52024022700549186 dated 27.02.2024 under Air Act, 1981. Rs.42000/- vide UTR No. 000145036657 dated 27.02.2024 as NOC regularization fee. Rs.42000/- vide UTR No. 000145037078 dated 27.02.2024 Water penalty fee and Rs.42000/- vide UTR No. 000145036565 dated 27.02.2024 Air penalty fee, which are adequate upto 06.03.2040.
2. The department has submitted site plan cum location plan with the application.
• The STP was visited by AEE of this office on 01.03.2024 and it was observed that:- The STP was in operation.
• During visit, effluent sample was collected at final outlet of STP leading to M.C sewer further leads to Basti Peer Dad STP and same was sent to Zonal Office lab Jalandhar for analysis and results awaited.
• The PSIEC Department has installed OCEMS at final outlet of STP
• The STP has installed one D.G set with canopy at site.
• The PSIEC Department has failed to submit any scheme regarding utilization of treated domestic effluent so far.
The STP is large scale red category unit and the competency of case lies with Hon’ble Chairman of the Board.
Recommendation:- Keeping in view of above, it is recommended that:-
1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be refused in light of non allowing the disposal of treated effluent into M.C sewer by the Municipal Corporation, Jalandhar.
2. Consent to operate under Air (Prevention and Control of Pollution) Act, 1981 may be granted for five years with suitable conditions of the Board.
