Earlier, the industry was granted consents to operate under the Water Act, 1974 vide no. CTOW/Varied/ PBIP/BTH/2023/2303463267 dated 19.06.2023 for the production of Cotton yarn @106 MTD and Polyester yarn @ 17 MTD synthetic yarn shed 6 @ 31 MTD, cotton yarn –shed 8 @ 38 MTD, which is valid upto 31.03.2024, with suitable conditions along with following special conditions-
1. Theindustry shall obtain permission from PWRDA for abstraction of ground water within one month andshall comply with the guidelines issued by PWRDA from time to time.
2. The industry will not carry out any of the following activities without permission of the Board
a. Increase in production capacity beyond capacity consented by the Board.
b. Addition in land and building.
c. Addition of any other machinery apart from which consent is being granted.
d. Increase in connected load/ contract demand from PSPCL.
3. The industry will comply with zoning regulations of HUD/ Department of Town & Country Planning/Local Government and shall bound to comply with the bye-laws of the Master Plan already prepared/tobe prepared by the Department of Town and Country Planning, Punjab.
4. The industry shall make use of alternatives of single use plastics (SUP) within its premises and will notuse any SUP items banned in accordance with MoEF&CC notification no. G.S.R. 571(E) dated12.08.2021.
5. The industry shall not carry out any activity/process at its site, which can change its category fromORANGE to RED, under any circumstances.
6. The industry shall not generate and discharge any kind of trade effluent from its unit and shall not startany wet process in its premises without prior written permission of the Board.
7. The industry shall only discharge only domestic effluent onto land for plantation within its premises,after treating it through the STP.
8. The industry shall keep the plantation area (developed in approx. nine acre as per Karnal Technology)in good conditions, at all times and shall not allow the treated effluent to stagnate there.
9. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e.shall not discharge any wastewater in any drain/inland surface waters/drain/choe/nallah/ onto land forstagnation or outside its premises, at any time, under any circumstances and the industry shall notdischarge any effluent outside its premises, at any point of time, under any circumstances.
10. The industry shall re-circulate the entire water of humidification plant and the purge water from thehumidification plant (if any) shall be utilized for non-core activities after treatment through STP, only.
11. The industry shall ensure that the activities of unit does not create any nuisance in the surroundingareas and no public complaints are received. In case, any complaint is received against the unit, the Boardshall be at liberty to revoke/ cancel this consent without giving any opportunity of hearing to the industry.
12. The consent to operate is being issued to the industry based upon the documents/ informationsubmitted by it alongwith the online application form. The Board would be at liberty to take penal actionagainst the industry and its responsible/ concerned person(s) in case information/document is detected asincorrect/false/misleading at any point of time. without any opportunity of Personal Hearing.
13. In case the industry fails to comply with the provisions of the Water (Prevention & Control ofPollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directionsissued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
Now, the industry has applied for obtaining varied consents to operate under the Water Act, 1974 for the production of Cotton yarn @106 MTD and and SYNTHETIC YARN@ 48 MTD, with requisite documents.
The industry has already deposited the consent fee of under water act, 1974 which is valid upto 30.09.2027.
To verify the contents of the application, the industry was visited by AEE of this office on 05.03.2023 and it was observed as under-
1. The industry was in operation to produce Cotton yarn and Polyester yarn and synthetic yarn.
2. The industry has installed machinery in one no. new shed for the production of SYNTHETIC YARN~SHED-6 @ 31 MTD. The industry has installed machinery in another new shed for the production of COTTON YARN~SHED-8 @ 38 Metric Tonnes/Day.
3. The industry has already installed STP of capacity 600 KLD, which was in operation and consists of Collection Tank MBBR Extended Aeration Tube Setler Pressure Sand Filter Activated Carbon Filter Chlorine Dosing System Clear Water Tank.
4. The industry has another STP of capacity 200 KLD which is stand-by.
5. The industry has developed 9 acres of land as per Karnal technology which is used to discharge the total treated domestic effluent @ 350-400 KLD of the STP both generated from industry and residential purpose. During visit sample from STP was collected and sent to Board’s lab for analysis.
6. The industry has provided compost machine for the management of the biodegradable waste for which the PP has 300 kg compost machine and the recyclables are sold to kabadiwalas.
7. The industry has obtained permission from PWRDA for the extraction of Ground Water.
From above it is clear that the industry is complying with the conditions of consents to operate earlier granted to it under the provisions of the Water Act, 1974.
In view of above, it is recommended that CTO under Water Act, 1974 may be granted to the industry with validity upto 30.9.2027.
