Discussed with your good self additional conditions are attached as below:
It is intimated that the project proponent has applied for production @ 8000 CFT/day consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for the establishment of a stone crusher at the revenue estate of village Bela Sariana ,Post Office Gera , Block Hajipur, Mukerian, Distt. Hoshiarpur. The project proponent has deposited Rs. 8900/- vide receipt no. N040242876015432 dated 09.02.2024 as NOC fee and application form fee. The stone crusher has submitted project report, copy of registry, site plan, location plan, partnership deed, SDM Certificate vide no. R-818/MC. Dated 26.12.2023 Executive Engineer –cum- Mining reported that vide khasra no. 123//21/1, 123//20, 133/1/1 vide letter no. 3633-34 dated 07.11.2023 and also EE PWD reported received the site is situated 123//21/1/123//20, 124//15/2, 133//1/1 vide letter no. 1622/D.B dated 01.11.2023 and Naib Tehsildar Talwara reported that khasra no. 123//21,1, 123//20, 124// 133/1/1 vide letter no. R-1025 dated 08.09.2023.
It is further intimated that as per Executive Mining Office reports that some khasra numbers are missing.
Accrodingly, the project proponent has submitted a request letter vide no. 378 dated 27.02.2024 and mentioning that proposed to installed stone crusher vide khasra no. 123//121/1, 123//20, 133/1/1 & there is no mentioned additional khasra number 124//15/2.
Accordingly, the report was again received from Executive Engineer, PWD Department vide letter no. 2121 dated 23.02.2024 the stone crusher is to be established vide khasra no. 123//21/1, 123//20, 13//1/1 and SDM letter no. 2468/MC dated 27.02.2023 and also the letter received from DTP, Hoshiarpur vide letter no. 11 DTP(H) CF-1 dated 01.01.2024 vide khasra no. 123//20, 21/1, 133/1/1. The total area of stone crusher is 1.062 acre and 2468/MC dated 27.02.2023 regarding various distance from site, DTP Letter bearing no. 11 DTP(H)/CF-1 dated 01.01.2024. The industry has proposed to install recirculation tank. The industry has proposed to intall of capacity 300 KVA fitted with canopy.
It is intimated that the site was visited by officer of this office on 05.03.2024 and it was observed that the site of stone crusher is situated at Village Bela Sariana. The stone crusher owner has presently leveled the land and no other construction activity has been started there. As per project report submitted the project proponent has proposed to install (primary station) M.S. Hopper 50 Ton capacity, Vibrating Grizzling feed 12'x4', 1 no. jaw machine size 36"x24", (Secondary Station) 1 No. vibrating screen 20'x6', 2 No. Jaw crusher 42"x9", 02 no. Rotopactor HE 800mm. The site is suitable & comply with the guidelines.
In view of above, if approved , it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with the condition that:
1. The stone crusher shall submit the CLU within this period which is already applied to the Department.
2. The stone crusher shall obtain Mining registration before operating the unit.
3. The stone crusher shall not operate the stone crusher without prior permission of the Board.
4. The CTE is granted on the basis of report submitted by the all concerned Departments received through/SDM/DTP letter no. R-818/MC dated 26.12.2023 and 2468/M.C dated 27.02.2023.
5. The stone crusher strictly shall established in mentioned in the khasra no. 123//21/1, 123//20, 133//1/1.
6. The stone crusher shall obtained necessary permission from the concerned department before its operation.
7. The stone crusher shall submit the certificate from SDM Mukerian that the stone crusher has been established in the khasra no. 123//21/1, 123//20, 133//1/1 before applying CTO.
8. The stone crusher shall comply with the provisions/conditions of the letters issued by concerned departments.
9. The stone crusher shall comply with the guidelines/code of practice of Environmental guidelines for stone crushing unit vide CPCB letter no. CP-12/9/2022-IPC-V-HO-CPCB-HO/1900 dated 01.08.2023.
