It is submitted that the industry is a small-scale orange category unit. The industry has applied for obtaining consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of all types of furniture items @ 30 nos/day alongwith requisite documents.
The industry has deposited Rs. 33,600/- vide Receipt No. 749590174 dated 29.02.2024 under Water Act, 1974 and Rs. 33,600/- vide Receipt No. 84897055 dated 29.02.2024 under Air Act, 1981, against the gross value of fixed assets is Rs. 96.13 lacs. The consent fee deposited by the industry is adequate upto 30.09.2027 under both acts after adjusting for penalty fee under VDS scheme.
The industry has submitted the sale deed executed on 16.05.2022 between Sh. Shing Ram, Sohan Lal, Gurmel Singh and Smt. Amrit Pal for Kheewat Khata No. 557/740 land 0 Bigha 19 Biswa 01 Biswasi.
The industry has submitted land classification certificate issued by DTP SAS Nagar vide no. 1435 dated 04.08.2022, as per which the site falls in FEZ zone as per Greater Mohali Development Regional Plan.
The industry has submitted approved site plan prepared by Er. Sukhjinder Singh Competent Person from Director of Factories, Punjab.
The industry was visited by AEE of this office on 07.03.2024 and it was observed as under: -
1. The industry was in operation during the visit and engaged in manufacturing of all types of furniture items
2. The manufacturing process of the industry is as under: -
Raw Material (Sheet Metal)—Cutting—Bending—Fabrication—Powder Coating—Assembly—Dispatch.
3. There is no source of trade effluent and domestic effluent is being discharged onto land for plantation after passing through septic tank.
4. The industry has installed 02 powder coating booth with separate cyclones as APCD followed by stack of adequate height. The APCD on powder coating booth was working satisfactorily during the visit.
5. The industry has installed one no. D.G set of capacity 125 KVA, which is equipped with canopy and adequate stack height.
In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2027 with subject to suitable conditions and special conditions that:
1. The industry shall apply for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 within one month.
2. The industry shall not carry out any activity in its premise, which can change the category of unit from Orange to Red, without prior permission from PPCB.
3. The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
4. The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received.
5. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
6. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
