It is intimated that the project is a small-scale orange category unit. Earlier, the project proponent was granted Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2022/20405839 dated 15.12.2022 valid upto 24.11.2023 for development of residential project having 58 plots (53 general & 5 EWS) & Community Centre (as per layout plan) having 10568.30 sqm under the name and style of “Motia Estate” developed by M/s Motia Builders and Promoters with subject to certain conditions and additional conditions mentioned therein.
Thereafter, the project proponent was obtained auto extension of consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Renewal/SAS/2023/24238194 dated 22.11.2023 valid upto 22.11.2025.
Now, the project proponent has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for development of 58 Residential Plots alongwith requisite documents and fee.
The project proponent has deposited Rs. 90,000/- vide R. No. 188318143 dated 05.03.2024 under Water Act, 1974 and Rs. 90,500/- vide R. No. 657513289 dated 05.03.2024 under Air Act, 1981 including application form fee, against the total cost of the project Rs. 9.30 crores. The consent fee deposited by the project proponent is adequate upto 30.09.2028 under both acts.
The project proponent has submitted sale deed issued on 24.03.2022 between Surinder Singh & Others and M/s Motia Builders & Promotoers land at village Dyalpura, Sub Tehsil Zirakpur.
The project proponent has already submitted change of land use issued by Local Government; Punjab vide memo no. PB/CLU/SAS/ZIRRAK/2606 dated 26.09.2022 for residential plotted use.
The project proponent has submitted revised water balance as only individual plots are under constructed. As per the total water requirement of the project is 39.15 KLD which will be treated in STP of capacity of 50 KLD to be installed in the project premises. The total treated wastewater generation from STP will be 39.15 KLD which will be disposed off onto green area within the project and adjoining land measuring about 8 Bigha to be developed as per Karnal Technology.
The site of the project was visited by officer of this office on 07.03.2024 and it was observed as under: -
1. The proposed site falls at Village Dayalpur, Zirakpur, Derabassi, SAS Nagar.
2. The services and road network has been completely provided and about 2 plots are under construction. However, there is no occupancy in the project currently.
3. The project requires fresh water @ 39.15 KLD which is met through submersible provided in its premises.
4. The project proponent has installed STP of capacity 50 KLD in its premises and also submitted completion certificate of the same.
5. The domestic effluent generation shall be 31.3 KLD once, the project is fully occupied which will be treated in STP installed in its premises.
6. The treated effluent will be discharged into green area and for adjoining land reserved for Karnal technology.
7. The project proponent has submitted the affidavit made on 17.10.2022 for disposal of treated wastewater from its STP after the project is functional will be utilized for onto land for plantation as per Karnal Technology having Khewat / Khatoni No. 103/142, 104/143, Khasra No. 1222/800/1(1-0-0), 807/2 (0-1-0), 808 (0-6-8), 809 (4-0-8), 810 (3-0-0) area measuring around 8 Bigha 7 Biswa 16 Biswasi lease deed area of measuring (Lease valid upto 16/10/2032).
8. The project proponent has installed one D.G set of capacity 500 KVA with canopy and adequate stack height.
9. The project proponent has also submitted purchase order of mechanical composter of capacity 50 kg which is adequate.
The project proponent is complying with the conditions of Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.
In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2028 with subject to the suitable conditions and additional conditions that:
1. The project proponent will not discharge domestic effluent into the sewer leading to the STP, Zirakpur without prior written permission of the Board.
2. The project proponent will maintain record regarding fresh water abstraction and treatment on daily basis.
3. The project proponent shall renew the agreement regarding 8 Bigha 7 Biswa 16 Biswasi from time to time.
4. The project proponent shall submit effluent analysis results from Boards lab within one month.
5. The project proponent shall regularly operate its STP and shall maintain operational record of the same on daily basis.
6. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances.
7. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing.
8. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected.
9. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances.
10. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
