It submitted that as per Ministry of Micro, Small and Medium Enterprises Notification No. 1702(E) dated 01.06.2020, the industry is Small scale orange category unit. Earlier the industry was obtained Consent to Establish (NOC) of the Board vide No. CTE/Fresh/LDH2/2022/19249544 dated 04.08.2022 with expiry date 03.08.2023 for manufacturing of Ingot & Steel Casting @ 48 MT/Day using M.S.Scrap @ 52 MT/Day.
Now, the industry has applied Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of for manufacturing of Ingot & Steel Casting @ 48 MT/Day using M.S.Scrap @ 52 MT/Day through OCMMS with required documents & fee.
The site of industry was visited by the undersigned on 01.03.2024. During visit it was observed as under: -
1.The industry was not in operation.
2.It has installed 1 Induction furnaces of capacity 7.0 Ton/Heat .
3.The manufacturing process of the industry is Procuring scrap Handling of scrap by magnet Pouring of scrap in pot (furnace) Pouring of melted material into moulds Product grading Ready for sale.
4.The industry has installed the APCD as per design and drawing of PSCST,Chandigarh. Certificate has been issued vide PSCST Chandigarh letter No. TFD/679 dated 21.02.2024 in this regard with sampling arrangements.
5.The industry has provided energy meter with APCD of the induction furnace.
6.It has installed the Water meter with its submersible pump and reading of the same was 00005 KL.
7.The industry has installed one D.G set of capacity 125 KVA with canopy and adequate stack height.
8.There is no source trade effluent, domestic effluent is discharged onto land for plantation through septic tank and cooling water will be re-circulated.
9.The industry has planted the plants along the boundary wall of the industry to dispose off the treated domestic effluent.
10.The industry has obtained CLU from the Department of Housing and Urban Development vide No 3853 STP(L)TW12-A dated 27.12.2021.
11.The industry has deposited Rs. 90,500/- (Rs. 90,000/- Consent fee under Water Act, 1974 + Rs. 500/- as Consent form fee) vide UTR No. N054242897748850 dated 23.02.2024 and Rs. 90,000/- under the Air Act, 1981 vide UTR No. N054242897750365 dated 23.02.2024, which is adequate upto 31.01.2029.
12.The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab.
13.It has provided the Hazardous Waste Storage room of size 10’*10’*10’ with Lock and key facility with danger sign.
14.It has also provided the Environmental Data Board at the Main Gate of the industry.
15.The industry is complying with the conditions of NOC Granted to the industry.
16.The industry has applied for authorization under the Hazardous and Other Wastes (Management and Transbundary Movement) Rules, 2016 on 08.03.2024 which will be dealt separately.
Keeping in view of above, it is recommended that consent to operate under the Air (prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2028 with usual conditions and with the special conditions that :-
1.The industry shall submit the stack emission analysis report from Board’s Lab within 2 months.
2.The industry shall always operate its APCD regularly and efficiently and maintain its record on day to day basis.
