File Note: It is submitted that the industry was granted consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PTA/2023/23870822 dated 31/10/2023, valid upto 31/03/2024 for manufacturing of Rice @ 2.0 T/hr by using Paddy @ 3.0 T/hr (with drier) subject to conditions mentioned therein. Now, the industry has applied for varied of consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 (with drier) due to for manufacture of Rice @ 2.0 T/hr by using Paddy @ 3.0 T/hr under orange category along with requisite documents. The industry had already deposited online Rs. 42000/-vide UTR No. AXSK232480013715 dated 05.09.2023 under Air (Prevention and Control of Pollution) Act, 1981, which is adequate upto 30.09.2028 against the fixed assets of Rs. 154.97 lakh as on 01.09.2023 as per CA certificate dated 02.09.2023 submitted by the industry. The industry has also submitted stack emissions sampling reports and analyzed by NABL Approved Laboratory (Evapo Tech Technical Service and Consultants) on 09.02.2024. As per the report, the concentration of particulate matter is 208 mg/Nm3 (shelling section) and 288 mg/Nm3 (paddy milling section) which is within the permissible limits as prescribed by the Board. The industry has submitted compliance report of consents conditions under the Air Act, 1981 earlier granted to it. The industry has been already visited by AEE of this office on 07.03.2024 and contacted Sh. Karamjot Singh proprietor at site. During visit, it was observed as under: 1. The industry was not in operation due to power cut. 2. The industry has installed 2 no. P Rule , 4 No. Polisher etc. in the unit. 3. The industry has installed cyclone as APCD with the rice shelling section and also with paddy drier section to control process emissions. 4. The industry has stabilized the vehicular movement area with interlocking tiles . 5. The industry has provided sampling arrangements with the APCD. 6. The industry has provide wall of about 11 ft height in front of the husk disposal point and the length of aforesaid brick wall is 35' on each side of the rice husk discharge pipe. 7. The industry has not provided a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall and was advised to do so immediately .The industry has covered the rice husk with fine net so that the husk does not get air borne. 8. The industry has provide plantation along the boundary wall of the unit. Keeping above in view, it is recommended that consent to operate under the Air (Prevention and Control of Pollution) Act, 1981may be granted upto 30.09.2028 for manufacturing of Raw Rice @ 2.0 T/Hour by Processing of Paddy (With Paddy Drier of capacity 32 T/batch capacity) @ 3 T/Hour subject to certain condition and following additional conditions that 1. This consent is valid for manufacturing of Raw Rice @ 2 T/Hour by Processing of Paddy (With Paddy Drier of capacity 32 T/batch capacity) @ 3 T/Hour. 2.he rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 and shall provide layer of wind screen on the brick wall of at least 5 ft height as per the code of practice within 7 days . 3. The rice sheller will amend its APCD as per amendment (if any) in policy of the Board. 4. The rice sheller shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board.
