Frying pan of capacity 300 Kgs, 1 no. rotary oven of capacity 2688 Kgs, 1 no. rotary oven of capacity 1344 Kgs) along with discharge of Domestic Effluent @ 2.0 KLD into CETP of Mega Food Park along. The PP has again applied for obtaining fresh ‘Consent to Establish’/NOC as it was estimated that trade effluent @ 02 KLD will be generated from process due to washing of utensils and domestic effluent @ 04 KLD will be generated instead of @ 02 KLD as bakery is a labor intensive unit. The Project Proponent was granted fresh ‘Consent to Establish’/NOC under the Water Act, 1974 and the Air Act, 1981 to establish bakery unit at Mega Food Park, Ladhowal (established by Punjab Agro Industries Corporation Limited), Tehsil Ludhiana West, District Ludhiana vide no: CTE/Fresh/LDH3/2024/24964179 dated 06.03.2024 for manufacturing of cookies and biscuits @ 08 T/day, Bread and Rusk @ 08 T/day, Fruit cake @ 04T/day, Mathi @ 03 T/day, Puff and Pastries @ 04T/day (by operating 1 no. Frying pan of capacity 300 Kgs, 07 no. rotary oven of combined capacity 2688 Kgs, 1 no. rotary oven of capacity 1344 Kgs) along with discharge of trade effluent @ 02 KLD and Domestic Effluent @ 4 KLD into CETP of Mega Food Park. The PP has now applied for obtaining fresh ‘Consent to Operate’ under the Water Act, 1974 and the Air Act, 1981 for manufacturing of cookies and biscuits @ 08 T/day, Bread and Rusk @ 08 T/day, Fruit cake @ 04T/day, Mathi @ 03 T/day, Puff and Pastries @ 04T/day (by operating 1 no. Frying pan of capacity 300 Kgs, 07 no. rotary oven of combined capacity 2688 Kgs, 1 no. rotary oven of capacity 1344 Kgs) along with discharge of trade effluent @ 02 KLD and Domestic Effluent @ 04 KLD into CETP of Mega Food Park. Details of case are as under: 1. The industry has submitted C.A. certificate dated 29.02.2024 and as per this C.A. certificate total value of fixed assets is Rs. 1427.25 lacs including value of plant and machinery as 513.33 lacs. 2. The industry has deposited Rs. 108000/- each vide UTR No. 197458906 & 838889779, both dated 29.02.2024 as Consent fee under the Water Act, 1974 & the Air Act, 1981 respectively which is adequate for period upto 15.03.2029 under both Acts (Orange Category) as industry will be inaugurated on 16.03.2024. 3. The Punjab Agro Industries Corporation Limited has issued LoI to the PP vide no: PAIC/PJD/MFP/500 dated 27.09.2021 for the site area of 3911.11 sq. yards (plot no. 54) and this LoI/lease is valid for 99 years. 4. The PAIC has already granted permission to the industry vide letter no: PAIC/MFP/2023/Anandkartar9/235-37 dated 29.11.2023 and as per this permission, PAIC has granted permission to discharge 02 KLD trade effluent and 04 KLD domestic effluent into the CETP of Mega Food Park. The PAIC has also granted permission to dispose of soil waste generated from the industry at Solid Waste Processing plant of PAIC located at Mega Food Park. 5. The project proponent has installed computerized cookie drop machine, special heavy duty planetary mixer, 08 rotary ovens, horizontal flow packing machine, heavy duty sugar grinder, high speed flour sifter, and frying pan in its premises. The project proponent has provided adequate ducting with frying pan and all 08 rotary ovens and has provided stacks of adequate heights after ducting. The project proponent has also installed DG set of capacity 125 KVA equipped with canopy and stack of adequate height. 6. Existing capacity of the CETP of MFP is 02 MLD. There are 08 units operating at MFP and their combined discharge is (500 + 75 + 8 + 77 + 8+70+ 4 +2) 744 MLD. There is one unit under construction (obtained NOC from Board) and its discharge will be 668 KLD. Thus, there is a capacity of 2000 – 744 – 668 = 588 MLD at CETP of MFP. The industry was visited by undersigned on 24.02.2024 and it was observed that the proposed site is located at plot no. 54, Mega Food Park, Ladhowal, established by PAIC. CETP of Mega Food Park is operated by PAIC. The project proponent has competed construction at site and machinery has also been installed at site. The industry is ready for commissioning and will start its production from 16.03.2024. Keeping in view of above, it is recommended that fresh ‘Consent to Operate’ under the Water Act, 1974 may be granted to the project proponent for period upto 30.09.2028 for operation of bakery unit for manufacturing of cookies and biscuits @ 08 T/day, Bread and Rusk @ 08 T/day, Fruit cake @ 04T/day, Mathi @ 03 T/day, Puff and Pastries @ 04T/day (by operating 01 Frying pan of capacity 300 Kgs, 07 no. rotary ovens of capacity of 2688 Kgs, 01 rotary oven of capacity 1344 Kgs) along with discharge of trade effluent @ 02 KLD and Domestic Effluent @ 04 KLD into CETP of Mega Food Park subject to suitable conditions along with following special conditions that: A) The industry shall discharge trade effluent @ 02 KLD and domestic effluent @ 04 KLD into CETP of MFP. B) The industry shall comply with all the conditions imposed by PAIC vide letter no: PAIC/MFP/2023/Anandkartar9/235-37 dated 29.11.2023. C) The industry shall strictly comply with inlet standards of CETP as prescribed by PAIC vide letter no: PAIC/PJD/MFP/500 dated 27.09.2021. D) If the parameters of effluent fall outside the inlet limits of CETP, the industry shall install its own primary treatment facility to achieve inlet standards of CETP. E) The industry shall dispose off its bio-degradable solid waste at Solid Waste Processing Plant of PAIC at Mega Food Park, Ladhowal.
