Earlier, the industry has obtained consent to operate under Air (Prevention &
Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2023/23724180 dated
09/10/2023 and under Water (Prevention & Control of Pollution) Act, 1974 vide no.
CTOW/Renewal/ASR/2023/23724185 dated 09/10/2023, which are valid up to
30/06/2028 for Finished Woollen Fabric @ 3000 Meter/day by using Dyes @ 0.08
MTD, Chemicals @ 0.04 MTD and Shoddy Woollen Cloth @ 3000 Meter/day, Boiler of
capacity 3.5 TPH using Rice Husk @ 6 MTD as fuel & Multicyclone as APCD, D.G. Set
of capacity 320 KVA with canopy, Trade Effluent @ 280 KLD, Domestic Effluent @ 1
KLD and the discharge of the same is onto land for plantation (3.0 acres) overflow of
septic tank for plantation after treatment.
Now, the industry has applied for varied consent to operate under under
Water (Prevention & Control of Pollution) Act, 1974 for Finished Woollen Fabric @
3000 Meter/day by using Dyes @ 0.08 MTD, Chemicals @ 0.04 MTD and Shoddy
Woolen Cloth @ 3000 Meter/day, Trade Effluent @ 280 KLD, Domestic Effluent @ 1
KLD and has changed the discharge of treated trade Effluent @ 280 KLD after ETP
and Domestic Effluent @ 1 KLD after septic tank into MC, Sewer.
Detail of the case are as under: -
1. The industry has already deposited Rs. 27,000/- vide UTR/Reference No.
YESB32655164591 dated 22/09/2023 as consent to operate fee under Water
Act, 1974 & Rs. 540/- vide UTR/Reference No. YESB32704192730 dated
27/09/2023 as penalty for consent expiry period under Water Act, 1974 and
Rs. 27,500/- vide UTR/Reference No. YESB32655161145 dated 22/09/2023 as
consent to operate fee under Air Act, 1981 (including Rs. 500/- as an
application form fee) & Rs. 540/- vide UTR/Reference No. YESB32704191116
dated 27/09/2023 as penalty for consent expiry period under Air Act, 1981,
which is valid up to 30/09/2028 under both Acts.
2. The industry has submitted a copy of letter issued f r o m MC, Amritsar
vide no. 2003 dated 20.02.2024 which it is mentioning that the MC has
permitted the industry to discharge wastewater into MC sewerage, only
through private sewerage under the MC norms vide consumer no.
0107000256.
3. The industry has submitted compliance report of previous consent granted
under Water (Prevention & Control of Pollution) Act, 1974.
4. The industry has submitted manufacturing process which it is reproduced as
under: -
Grey Cloth – Milling – Washing – Dyeing – Stenter – Final Product
5. The industry has submitted analysis report issued by Zonal Office Lab,
Jalandhar vide no. 1402-04 dated 22/05/2023, the concentrations of various
parameters i.e., pH = 7.7, COD = 76 mg/l, BOD = 12 mg/l, TSS = 11 mg/l,
TDS = 725 mg/l and O&G = BDL are found within the prescribed limits of the
Board.
The industry was visted by undersigned on 09/03/2024 and observed as under:-
1. The industry was in operation and was engaged in production of Finished Woollen
Fabric.
2. The industry has installed one no boiler of capacity 4TPH which was equipped
with 02 nod dust collectors as APLD and adequate stack. Rice husk was in use as
fuel.
3. The industry has installed number ETP to treat its trade effluent. ETP found
operational at the time of visit. Reading of the water meter installed at outlet was
noted i.e 17500 m3
4. The treated trade effluent was being discharged onto land for plantation area.
Representative of the industry informed that after getting consent of the Board
they will lay down the sawer line for discharge treated effluent.
5. During visit the representative of the industry submitted an undertaking that
sewer line in which they got permission for discharging effluent, is further
connected with the STP situated at village Chatiwind.
It is further intimated that the industry is complying with the conditions of
consents granted earlier under Water Act, 1974.
The industry falls in Red category inthe small-scale sector and competency to
decide the case lies with Senior Environmental Engineer of the Board.
Keeping in view of above, may if approved, the varied consent to operate
under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the
industry up to 30/06/2028 for change of discharge of treated trade Effluent @ 280
KLD after ETP and Domestic Effluent @ 1 KLD after septic tank into MC, Sewer with
suitable terms & conditions |
