File Note: It is intimated that the project is a medium scale red category unit. Earlier, the project proponent was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2020/13831951 dated 28.10.2020 which was valid upto 27.10.2021 for establishment of a Group housing project namely “Aura Gazania” to be developed by “M/s Aura Buildtech Private Ltd.,” in the revenue estate of vill. Nabha, Zirakpur, Tehsil Dera Bassi, Distt. SAS Nagar in total land area of 8898 sq.mt and having built up area of 30542 sq.mt for 140 no. flats subject to certain terms and special condition as mentioned therein. Thereafter, the project proponent was granted extension in the validity of ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2022/17636118 dated 14.01.2022 valid upto 27.10.2022 with subject to suitable conditions and special conditions mentioned therein. Thereafter, the project proponent was again granted extension in the validity of ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/SAS/2023/230364335 dated 24.04.2023, valid upto 26.10.2024 with subject to suitable conditions and special conditions mentioned therein. Now, the project proponent has again applied for obtaining extension in the validity of Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and fee. The project proponent has deposited Rs. 31,800/- vide R. No. 50751430 dated 28.02.2024. The NOC fee deposited by the project proponent is adequate for one year. The promoter company had obtained environmental clearance from SEIAA, vide no. SEIAA/2020/1791 dated 29.07.2020, for establishment of group housing project namely “Aura Gazania” to be developed by “M/s Aura Buildtech Private Ltd.,” in the revenue estate of vill. Nabha, Zirakpur, Tehsil Dera Bassi, Distt. SAS Nagar in total land area of 8874 sq.mt and having built up area of 30542 sq.mt for 140 no. flats. The project proponent had earlier proposed a total population of 700 persons. The project proponent has proposed that water consumption shall be 95 KLD (63 KLD Freshwater + 32 KLD Treated Wastewater) for domestic purpose and green area purpose and the wastewater shall be generated to the tune of 76 KLD which will be treated in an STP of capacity of 115 KLD that shall meet with standards as prescribed by the Board. The project proponent had proposed an STP of 115 KLD to treat the wastewater generated from the residential project. The unit has also proposed the components for the STP which includes collection tank, SBR reactor, clear water sump, dual media filter and sludge drying beds. The project has provided green area @ 1903 sqm and 10KLD, 3 KLD & 0 KLD of treated effluent will be used for irrigation during summer, winter and rainy season respectively. The project proponent has proposed to utilize treated waste water for dual flushing water and 32 KLD of treated waste water will be used for dual flushing. The project proponent shall discharge 34 KLD, 41 KLD and 44 KLD of treated waste water into sewer during summer, winter and rainy season respectively. The project proponent had earlier submitted letter obtained from MC, Zirakpur vide no. 2672 dated 21.10.2019 wherein it has been mentioned that the main sewer line of MC, Zirakpur is available in the area of the residential group housing project and the project proponent discharge its treated wastewater @ 63 KLD into the main sewer line after depositing the requisite charges and getting the permission/completion certificate from the various authorities. As per the Environmental Clearance obtained by the project proponent it shall provide 7 Rain Harvesting Pits for recharge of ground water aquifer. The project shall be generating about 280 kg of solid waste per day, which shall be segregated into biodegradable and non-biodegradable waste. The project proponent shall provide mechanical composter of capacity 126 kg for composting bio degradable waste and the rest of the waste shall be managed as per the provisions of Solid Waste Management Rules, 2016. The project proponent had also obtained permission from MC, Zirakpur vide letter no 2674 dated 21.10.2019 wherein it has been mentioned that MC, Zirakpur is responsible for lifting and disposal of Municipal Solid Waste from the subject group housing project. The project proponent had proposed to install 2 DG sets of capacity 240 KVA each and one of 125 KVA, which shall be equipped with canopy and stack of adequate height. The promoter company had submitted the approved layout plan from the MC, Zirakpur dated 22.09.2020 wherein the total land area of site has been mentioned has 2.25 acres and a total of 140 units. As per the approved building plan the project shall have 5 towers having configuration B+S+14 floors having 28 flats each. The project shall also have one club house and green area of 1903 sq mt. The location of the STP marked on the approved layout plan. The site was visited by AEE of this office on 06.03.2024 and it was observed as under: 1. The civil construction work is almost 95% complete and 3 nos. tower i.e. 84 flats ready for handover. 2. The project proponent has installed STP of capacity 115 KLD followed by ultra filtration of capacity 40 KLD in its premises and also submitted completion certificate for the same from M/s Eco Paryavaran Engineers & Consultants Pvt. Ltd. 3. The project proponent has provided provisions for dual plumbing arrangements in its flats. 4. The project proponent has provided 4 no. rain water harvesting pits 5. The project proponent has installed 2 nos. D.G sets of capacity 250 KVA & 63 KVA, both are equipped with canopies and adequate stack height. 6. As per the representative the project will take another one year for complete completion. The promoter company has submitted compliance report of the previous granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Environment Clearance granted by the competent authority. Keeping in view of the above, it is recommended that extension in the validity of Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year, subject to suitable conditions and special conditions mentioned in earlier CTE/NOC granted to it.
