It is intimated that the project is a medium scale red category unit. Earlier, the project proponent was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2020/13831951 dated 28.10.2020 which was valid upto 27.10.2021 for establishment of a Group housing project namely “Aura Gazania” to be developed by “M/s Aura Buildtech Private Ltd.,” in the revenue estate of vill. Nabha, Zirakpur, Tehsil Dera Bassi, Distt. SAS Nagar in total land area of 8898 sq.mt and having built up area of 30542 sq.mt for 140 no. flats subject to certain terms and special condition as mentioned therein.
Thereafter, the project proponent was granted extension in the validity of ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2022/17636118 dated 14.01.2022 valid upto 27.10.2022 with subject to suitable conditions and special conditions mentioned therein.
Thereafter, the project proponent was again granted extension in the validity of ‘Consent to Establish’ (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/PBIP/SAS/2023/230364335 dated 24.04.2023, valid upto 26.10.2024 with subject to suitable conditions and special conditions mentioned therein.
The promoter company had obtained environmental clearance from SEIAA, vide no. SEIAA/2020/1791 dated 29.07.2020, for establishment of group housing project namely “Aura Gazania” to be developed by “M/s Aura Buildtech Private Ltd.,” in the revenue estate of vill. Nabha, Zirakpur, Tehsil Dera Bassi, Distt. SAS Nagar in total land area of 8874 sqm and having built up area of 30542 sq.m for 140 no. flats.
Now, the project proponent has applied for obtaining partial consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development of 84 flats alongwith requisite documents and fee.
The project proponent has deposited Rs. 1,27,200/- vide R. No. 242573301 dated 28.02.2024 under Water Act, 1974 and Rs. 1,27,200/- vide R. No.
221093119 dated 28.02.2024 under Air Act, 1981, against the total cost of fixed assets is Rs. 33.48 crores. The consent fee deposited by the project proponent is adequate upto 31.03.2026 under both acts.
As per the application the total population for the partial occupancy will be 420 persons and the total water requirement will be 57 KL which will be treated in STP of capacity 115 KLD installed within the premises. The project has provided green area @ 1903 sqm and 10 KLD, 3 KLD & 0 KLD of treated effluent will be used for irrigation during summer, winter and rainy season respectively. The project proponent has proposed to utilize treated waste water for dual flushing water and 19 KLD of treated waste water will be used for dual flushing. The project proponent shall discharge 16 KLD, 23 KLD and 26 KLD of treated waste water into sewer during summer, winter and rainy season respectively.
The project proponent had earlier submitted letter obtained from MC, Zirakpur vide no. 2672 dated 21.10.2019 wherein it has been mentioned that the main sewer line of MC, Zirakpur is available in the area of the residential group housing project and the project proponent discharge its treated wastewater @ 63 KLD into the main sewer line after depositing the requisite charges and getting the permission/completion certificate from the various authorities.
The site of the project was visited by officer of this office on 06.03.2024 and it was observed as under: -
1. The site falls at Zirakpur, Derabassi, SAS Nagar.
2. The civil construction work is 95% complete and about 84 flats are ready for possession.
3. The project proponent has installed STP of capacity 115 KLD followed by ultra filtration of capacity 40 KLD in its premises and also submitted completion certificate for the same from M/s Eco Paryavaran Engineers & Consultants Pvt. Ltd.
4. About 45 KLD of effluent is being treated daily in the STP. The treated water is being used for flushing purpose and irrigation of green area and the rest is being discharged into MC sewer.
5. The MC sewer has already been laid down adjoining to the project site.
6. The project proponent has provided provisions for dual plumbing arrangements in its flats.
7. The project proponent has provided 4 no. rain water harvesting pits
8. The project proponent has installed 2 nos. D.G sets of capacity 250 KVA & 63 KVA, both are equipped with canopies and adequate stack height.
In view of the above, it is recommended that the partial consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for 84 flats upto 31.03.2026 with subject to the suitable conditions and additional conditions that: -
1. The project proponent shall install mechanical composter within one month.
2. The project proponent shall submit effluent analysis results from Boards lab within one month.
3. The project proponent shall operate its STP regularly & efficiently and shall maintain operational record of the same on daily basis.
4. The project proponent shall obtain permission from PWRDA for abstraction of ground water within one month if applicable.
5. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances.
6. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing.
7. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected.
8. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances.
9. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
10. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
11. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
12. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
13. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
14. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
