The industry was granted consent to establish under Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/MNS/2023/21524692 dated 04.05.2023 valid upto 03.05.2024 for establishing of fortified rice unit for manufacturing of Fortified Rice @ 50 MTD using broken rice/ kinki, micro nutrients premix, subject to the suitable conditions and special conditions : -
1. The PP will comply with the section 79 of the Punjab Regional and Town and Development Act, 1995, if the site falls in the non-confirming land use.
2. The industry will install its pollution control devices simultaneously with the commissioning of the main project.
3. The wastewater from RO reject shall meet the general standards of 2100 mg/l and the industry shall provide adequate arrangements for the disposal of treated water or shall use for inhouse purpose including flushing etc.
4. The pulverizer installed by the units for grinding purpose shall have inbuilt dust control system or shall be equipped with appropriate pollution control system, so as to control the dust emissions, if any.
Now, the industry has applied for obtaining fresh consent to operate under the provisions of Water Act, 1974 and Air Act, 1981 for manufacturing of Fortified Rice @ 50 MTD using broken rice/ kinki, micro nutrients premix.
The industry is covered under green category on code no. 3074 (a) as per the categorization of industries adopted by the Board notified vide letter no. 18555-77 dated 17.08.2021.
The industry has deposited consent fee of Rs. 32000/- vide online R. no.
944224227 dt. 16.01.2022 under the Water Act, 1974 and Rs. 32500/- vide online R. No. 352563376 dated 15.12.2023 under the Air Act, 1981 to make it adequate upto 28.02.2029 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 104.69 lacs as per the CA certificate dated 15.12.2023.
The industry has submitted approval of proposed building plan from Director of Factories, Punjab vide letter no. 2646 dated 03.10.2023.
To process the case the site of the Industry was visited on 06.03.2024 and it was observed as under:
1. The industry was in operation during visit.
2. The industry has installed the machinery for manufacturing of fortified rice which includes pulverizing machine, dough making machine, fortified rice making die machine.
3. The pulverizer is equipped with the inbuilt bag house filter for control of process emissions during grinding.
4. No trade effluent is generated from the process and the domestic effluent generated is discharged onto land for plantation along the boundary after treatment through septic tank.
5. The RO reject is discharged onto land for plantation along the boundary after passing through a settling tank. 6. The industry has not installed any DG Set.
It is recommended that the industry may be granted Consent to operate under the provisions of Water Act, 1974 and Air Act, 1981 upto 31.12.2028 for manufacturing of Fortified Rice @ 50 MTD using broken rice/ kinki, micro nutrients premix subject to the suitable conditions and special conditions that:
1. The industry shall ensure that the waste water from RO shall meet with the general standards of 2100 mg/l and the disposal of the treated water onto land for plantation or shall use for in house purpose including flushing etc.
2. The industry shall ensure to dispose off the treated domestic effluent after septic tank onto land for plantation. |
