File Note: Sir, the industry was granted Extension in validity of 'Consent to Establish' (NOC) valid upto 15.3.2024 for Dyeing of Cotton, PC and Polyester Fabric @ 12 MTD with boiler of capacity 6 TPH with rice husk as fuel and thermopack of capacity 1000000 Kcal/Hr and rice husk as fuel and for treated effluent discharge of 800 KLD onto land for plantation after treatment through ETP and domestic effluent discharge of 15 KLD onto land for plantation after septic tanks. Thereafter, the industry applied for further extension in validity of Consent to Establish for Dyeing of Cotton, PC and Polyester Fabric @ 12 MTD with increased boiler capacity @ 8 TPH & thermo-pack capacity @ 2500000 kcal/hr and changed fuel i.e. paddy straw/rice husk along with requisite documents and fees. But same was return with requested to submit the fresh NOC application, as the industry proposed to use paddy straw/rice husk in its boiler and thermopack against already granted NOC for fuel to be used as rice husk. Now, the industry has applied for fresh NOC 'Consent to Establish' for further extension in validity of Consent to Establish for Dyeing of Cotton, PC and Polyester Fabric @ 12 MTD with increased boiler capacity @ 8 TPH & thermo-pack @ 2500000 kcal/hr and changed fuel i.e. paddy straw/rice husk along with requisite documents and fees. No change in effluent quantity/ production has been made. The industry has submitted the request letter for extension of CTE and has submitted that due to unavoidable circumstances and financial issues, the project is delayed. The applicant has also submitted Registered deed of the land, compliance of the earlier conditions, Geo-Technical Investigation report of the Soil, Feasibility report for ETP of capacity 1000 KLD as well as APCD, Site plan/Location plan etc. The industry has also submitted amended feasibility report of 8 TPH boiler and that of thermo-pack of capacity 2500000 Kcal/Hr. As per feasibility report, the industry has proposed to install twin cyclone separators as APCDs on boiler as well as on thermo-pack. Common stack of adequate height with proper sampling arrangements have been proposed. The applicant has proposed the ETP of capacity 1000 KLD for treatment of the same based on Physio-Chemical followed by Biological treatment. The applicant has also proposed a combined Multi-cyclone as APCD with the Boiler of capacity 8 TPH and Thermopac of 25 Kcal capacity. The pollution control devices proposed by the industry appears to be adequate in-principle. The industry has provided plantation area of 80 Kanal 3 marlas as per the Site plan which is adequate for the proposed trade effluent generated as per the Soil permeability report submitted by the industry. The site was visited by RO on 13.02.2024 and it was reported that the industry has just started its construction on site. The industry has developed the land and boundary wall work has been completed. No plant and machinery have been procured till date. The applicant informed that due to delay in loan, the project will take another 1 years to complete. In view of report of RO, it is recommended that 'Consent to Establish' (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for establishment of Dyeing unit for dyeing of cotton, PC and Polyester fabric @ 12 MTD and with increased boiler capacity @ 8 TPH & thermo-pack @ 2500000 kcal/hr and changed fuel i.e. paddy straw/rice husk with suitable terms and conditions, please.
