Sir, the industry is a medium scale red category unit and was granted 'Consent to Establish' (NOC) under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Exp/LDH1/2023/ 22495165 dated 04/08/2023 valid upto 03.08.2024 for manufacturing of Craft Paper @ 120 T/day with special condition that the industry shall not discharge any trade effluent into sewer.
Now, the industry has installed all the machinery proposed at the time of obtaining NOC for manufacturing of Craft Paper @ 120 TPD and applied for obtaining varied consent to operate under the Air Act, 1981 with requisite documents through OCMMS.
Accordingly, the site was visited by the RO on 05/03/2024 and reported as under:
1. The industry was in operation and is engaged in manufacturing Kraft paper.
2. The manufacturing process of the industry is Raw Material – Pulper – Turbo – Cleaner - Stock Chest – Mixing - Head Box Mould Machine - Blanket.
3. The industry has installed ETP comprising of Collection tank, equalization tank, Kraft tank (clarifier)-secondary clarifier-paper pulp, recycling tank.
4. The industry has installed package boiler of capacity 14 TPH. It has installed multi cyclone separator as APCD.
5. During visit, the industry was operating existing boiler of capacity 8 TPH on rice husk as fuel. After obtaining 'Consent to Operate', it will dismantle existing boiler of capacity 8 TPH and will operate newly installed boiler of capacity 14 TPH on paddy straw as fuel.
6. The latest sampling of 8 TPH boiler was conducted on 11.12.2023 and SPM @ 488 mg/Nm3 was found within the prescribed limits of the Board.
7. The industry has not installed any DG set.
RO further reported that as per definition of MSME, it has registered itself under Medium Scale in Udyam Registration. But as the capital investment is more than 19 crores. So, the case may be sent to worthy Chairman of the Board by considering it under Large Scale red category having project cost more than Rs. 10 crores.
The consent fee deposited by the industry is adequate upto 31/03/2029
In view of the above, it is recommended that varied 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2029 with suitable conditions of the Board, please.
