It is submitted that the hospital has applied for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for Medical Diagnostic Laboratory.
The Hospital has submitted Rs. 11,500/- vide UTR No. BARBV24031865740 dated 31/01/2024 & Rs. 12,100/- vide UTR No. BARBV24031865743 dated 30/12/2024 under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 1000/- as NOC Regularization fee and Rs. 500/- Form downloading Fee, which is adequate upto 30/09/2028. The HCF has submitted requisite documents along with the application which can be pursued. The Hospital was visited by officer of this office on 07/03/2024 and observed as under :-
1. The HCF is a Clinical Laboratory and engaged in the process of providing outdoor medical services.
2. The HCF has provided color coded bins for collection/segregation of Bio Medical Waste, segregation of BMW found proper as per color codes.
3. The HCF has provided needle destroyers for shredding of needles.
4. The HCF is maintaining the record of Bio Medical Waste lifted to CBWTF.
5. The HCF is treating liquid waste with 1% hypochlorite solution.
6. The HCF has installed 2 no. D.G. sets of capacity 125 KVA & 62.5 KVA, which are provided with canopies and adequate stack height.
It is further intimated that earlier, the HCF was granted authorization under Bio Medical Waste Management Rules, 2016 vide no. BMW/Fresh/PKT/2023/21774496 dated 18/04/2023, which is for one time period (Only OPD).
It is pertinent to mention here that the HCF has entered into an agreement with M/s Bio-Medical Waste Treatment Plant Pvt. Ltd. Village- Pangoli, Pathankot for collection, transportation, treatment and disposal of Bio-Medical Waste generated by it, which is valid upto 29/03/2026 (Agenda Note is also attached herewith).
In view of above, it is recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period upto 30/09/2028 subject to suitable conditions.
