The industry is a small-scale green category unit and is a restaurant with seating capacity of 52 numbers/day with trade effluent generation of 1.0 KLD. The industry has applied for fresh Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
The restaurant Project Proponent has submitted documents regarding partnership deed, allotment letter as proof of date of commissioning, completion certificate of ETP, latest CA certificate, etc. The restaurant has also submitted CLU certificate obtained from Govt. of Punjab vide memo no. PB/CLU/LDH/LUDHI/1902 dated 19.04.2022 stating that the site of the restaurant falls under residential zone as per the Master Plan, Ludhiana and is granted permission for commercial use. The restaurant has also deposited fees as under:
1. Rs. 8,400/- vide UTR. no. 659711374 dated 29.12.2023 as NOC fees.
2. Rs. 58,800/- vide UTR no. 99101339 dated 24.02.2024 as Consent to Operate fees under Water Act, 1974.
3. Rs. 58,800/- vide UTR. No. 727089292 dated 24.02.2024 under Air Act, 1981.
The above consent fee is adequate upto 30.06.2028 under both acts after deducting penalty fee.
The site of the restaurant was visited by undersigned on 07.03.2024 and it was observed as under:
1. The restaurant has rented on first floor of the building with seating capacity of 52 chairs.
2. The restaurant has installed ETP of capacity 5 KLD for the treatment of the effluent of kitchen section. The waste water generated from the kitchen section is treated batchwise and the ETP is operated as per the requirement. The treated effluent is discharged into sewer. The domestic effluent is also discharged into MC sewer.
3. The restaurant has also provided proper hoods in the kitchen with stacks provided to the terrace.
4. The restaurant has also installed 1 D.G. set of capacity 30 KVA with canopy and adequate stack height.
5. The restaurant has also connectivity with main MC sewer as per the receipt.
The restaurant is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and is also complying with the Guidelines/Mechanism for Hotels/Motels/Restaurants/etc. notification 2021 issued by the Board.
In view of above, it is recommended that consent to operate applied by the restaurant under Water Act, 1974 and Air Act, 1981 may be granted upto 30.06.2028 with general conditions, please.
