A. It is submitted that the industry is medium scale red category unit.
B. Earlier, the industry had obtained Consent to Establish"(NOC) for setting up industrial unit vide no. CTE/Fresh/LDH4/2022/19885554 dated 15/11/2022, upto 18/09/2023 for manufacture, sale and export of precision engineering products and allied engineering products @ 20 MTD by using M.S Round, Flat, ERW etc. @ 26.6 MTD as raw material and for discharge of trade effluent @ 15 KLD will be treated through proposed ETP and utilized in process (for core & non-core activities), entirely and domestic effluent @ 10 KLD will be discharged into sewer of Focal Point, Ludhiana after passing through proposed septic tank and for proposed to install one shot blast machine will be provided with cyclone as APCD. The industry had proposed to install 02 DG set of capacities (1x250 KVA and 1x500 KVA) which will be provided with canopy and adequate stack height.
C. Thereafter, the industry had obtained consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH4/2023/21074423 dated 22/03/2023, upto 21/03/2024 for manufacture, sale and export of precision engineering products and allied engineering products @ 20 MTD by using M.S Round, Flat, ERW etc. @ 26.6 MTD as raw material and discharge of domestic effluent @ 10 KLD into sewer after passing through septic tank.
D. The consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Fresh/LDH4/2023/21074827 dated 22/03/2023, upto 21/03/2024 for using electricity as fuel in its 02 shot blast machines of capacities (1x18 TPD & 1x08 TPD (Standby)) provided with common pulse jet type dust collector as APCD and one DG set of capacity 250 KVA equipped with canopy and adequate stack height.
E. Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 04.03.2024 as it has started the partial manufacturing operations at site. The project for which it has obtained NOC is still under construction and representative informed that it will take 05-06 months for its completion. The industry has requested for short terms consent for one year for its present manufacturing process.
F. The industry has deposited consent fee of Rs. 42,000/- vide R.No. 800905357 dated 04.03.2024 under the Air Act, 1981 and Rs. 42,500/- (Rs. 42,000/- under the Water Act, 1974 & Rs. 500/- form fee) vide R.No. 701873674 dated 04.03.2024 against gross value of fixed assets Rs. 15,35,20,926/- and plant & machinery Rs. 7,96,79,250/-, which is adequate for one year.
G. The site of the industry was visited by the undersigned on 11.03.2024 and it was observed as under:-
1. The industry was in operation during the visit.
2. The industry has installed 02 shot blast machine of capacity 18 TPD and 08 TPD both are provided with combined pulse jet type dust collector as APCD which is provided with adequate stack height and sampling arrangement.
3. The industry has installed one DG set of capacity 250 KVA which are provided with canopy along with adequate stack height.
4. The industry has yet not installed phosphating section/wet process at the site and it installation process was going on at the site.
5. There is no generation of trade effluent, only domestic effluent will be generated which shall be discharged into sewer.
6. The project for which it has obtained NOC is still under construction and representative informed that it will take 05-06 months for its completion. The industry has requested for short terms consent for one year for its present manufacturing process.
In view of above observations, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed for one year with suitable conditions as the industry is obtaining partial consent to operate, please.
