The industry is a poultry farm, which is a small scale green category unit having capacity to occupy 8,000 no. of birds (chicks) as informed by the representative of the poultry farm. The poultry farm has submitted receipts dated 09.08.2018 of fee deposited with PSPCL to obtain electric connection. As per Punjab Pollution Control Board notification no. 1021 dated 30.10.2017, all the commercial poultry farms are required to obtain consents of the Board, which was later revised to occupy 5,000 birds vide Board's notification no. 3466 dated 24.02.2022.
The poultry farm has earlier applied for obtaining consent to establish under the Water Act, 1974 and the Air Act, 1981 vide application dated 05.04.2023 to engage in the business of Broiler by occupying Chicks (Birds) of unknown nos., which was refused vide certificate no. CTE/Fresh/SGR/2023/21681562 dated 13.06.2023, as the broiler farm was found not meeting with the sitting guidelines issued by CPCB vide its notification dated 10/1/2022 w.r.t. distance of the unit from the residential area.
Now, the poultry farm has re-submitted the application for obtaining ‘Consent to Establish' (NOC) under the Water Act, 1974 & the Air Act, 1981 to engage in the business of Broiler @ 24000 nos /day by occupying Chicks (Birds) @ 24000 no./day, as raw material.
The poultry farm has deposited Rs. 5,900/- vide UTR. No. 83593134 dated 05/04/2023 as NOC fee under the Water Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 against the total project cost of Rs. 125.89 lacs, which is adequate.
The poultry farm has provided following documents along with its application: -
1. Aks latha of land
2. Fard of land
3. Tehsildar Report
4. Project Report
5. Undertaking regarding technology and mechanism adopted to run the poultry farm without creating any nuisance in nearby area. The copy of the same is attached in agenda note.
6. Duly signed document by by various nearby residential houses regarding no objection for construction sheds for broiler farm. The copy of the same is attached in agenda note.
All the documents submitted by the poultry farm was found in order.
GUIDELINES FRAMED BY CPCB FOR ESTABLISHMENT OF POULTRY FARMS
Guidelines of PPCB for existing and new industrial units in the State Punjab Pollution Control Board from time to time had prepared the siting guidelines for the industrial and other units in the State of Punjab and same are as under:
Board Notification No. EE-II/Gen-1/98 dated 21.11.1995
As per this notification, the consent to establish was to be issued to such industries which are either located in industrial area or FEZ areas as demarcated by Town & Country Deptt. of Punjab/Govt. of Punjab or outside ‘Lal Lakir’ as notified in each village (in case the industry proposes to use solid fuel it should be located beyond 100 meter from ‘Lal Lakir’).
Board Notification No. GPC/NIP/F-10/2010/4 dated 17.02.2010
As per this notification, the industries were allowed to set up in the declared industrial areas/ FEZ areas by the Govt. Authorities or in the designated industrial zones notified by the Town & Country Planning Department, Punjab. In the LPA, where Master Plan were not notified, the industries was allowed to setup/expand/modify after getting change of land use/NOC from the Town & Country Planning Department, Punjab/Competent Authority of the State. Where statutory/non-statutory Master Plans/Local Planning area have not been prepared/notified by the Town & Country Planning Department, Punjab, industries were allowed to set up at a distance of 100m outside the Municipal Council limits/phirni of village/designated residential area approved by the Competent Authority of the State.
Board Notification No. EE (Mega)2013/19650-19761 dated 30.04.2013
As per this notification, industries, which are to be established in the areas/Zone other than designated/approved areas such as Industrial Area/Industrial Estate/Industrial Focal Point/Approved Industrial Park/Industrial Zone of the statutory/non-statutory Master Plans, will be allowed to set up at a distance of 100m outside the Municipal Council limits/phirni of village/designated residential area/residential area comprising of 15 pucca houses by the Competent Authority of the State.
As per the above guidelines PPCB will continue to grant its consent to operate/authorization to all industries not having any hazardous process, existing and operating in designated areas prior to the date of notification of Master Plan provided the industry complies with the prescribed norms for the discharge of effluent/emissions.
Environmental Guidelines and Siting Criteria of CPCB for existing and new industrial units in the State CPCB guidelines dated 20.10.2015
Central Pollution Control Board (CPCB) vide letter No. B-4032/PCI-SSI/Poultry/2015/13165 dated 20.10.2015 has prescribed siting criteria and other guidelines for the establishment of new poultry farm. The siting criteria is as under:
1. The poultry farm should not be located within:
- 500 m from residential zone
- 200 m from major water course like River, Lake and Canals
- 500 m from any major drinking water reservoir on catchment side.
- 100 m from any drinking water source like wells, summer storage tanks, other tanks
- 500 m from nearby poultry, dairy or another livestock enterprises or industry
- 150-200 m from National Highway (NH)
- 100 m from State Highway (SH)
- 10-15 m from rural roads/internal roads/village pagdandis
2. The poultry sheds should not be located within 10 m from farm boundary
3. The poultry sheds should be positioned on East to West direction at least 2 m above the water table at least 0.5 m above ground level.
Note: Above siting criteria shall be adopted only for new poultry farms to be setup and shall not be
applied vice versa for establishment of any industry.
CPCB guidelines dated 17.08.2021
Central Pollution Control Board (CPCB) vide letter No. CPCB/IPC-V/NGT_OA-681/Poultry/2021/4944 dated 17.08.2021 has issued revised environmental guidelines for poultry farms. Siting criteria under revised guidelines is as under:
New Poultry Farms (Set up after issuance of Guidelines) should preferably be established
• 500 m from residential zone in order to avoid nuisance caused due to odour& flies.
• 100 m from major water course like River, Lakes, canals and drinking water source like wells, summer storage tanks, in order to avoid contamination due to leakages/spillages, if any.
• 100 m from national Highway (NH) and 50 m from State Highway (SH) in order to avoid nuisance caused due to odour& flies.
• 10-15 m from rural roads/internal roads/village pagdandis.
• The Poultry sheds should not be located within 10 m from farm boundary for cross ventilation and odour dispersion.
CPCB Guidelines January,2022
Solid Waste Sources of solid waste are (i) Poultry droppings/Manure/Litter (ii) Dead Birds & (iii) Hatchery Waste.
In case of cage system, excreta are collected just below the bird cages directly• on ground, made of stone slabs or concrete or impermeable compacted clay. Litter is collected and kept dry by maintaining good ventilation and free air flow to undergo aerobic composting. The manure is removed once in four to six months & sold to the farmers. In deep litter system, excreta are collected in bed made up of agro residue (rice husk, saw dust, groundnut hulls, wood shavings, and dried leaves) itself. Once in a day or two days the bed is scratched for mixing of litter. Once the chicken is sold for meat, the bed (rice husk, saw dust, groundnut hulls, wood shavings, and dried leaves) is removed once the cycle of 42 to 45 days gets over along with the excreta and sold as & manure. The shed is washed and lime is applied as disinfectant and allows the area for quarantine period.
The poultry farm submitted the report from Tehsildar Sangrur issued vide letter no. 124 dated 09/03/2023 for siting parameters from the site of the poultry farm and same is attached in agenda note.
Further, it is intimated that the CPCB has framed Environmental Guidelines for layered poultry farms in January,2022. As per the said guidelines, the poultry farms are classified as under:
1. Small (5,000-25,000 bird)
2. Medium (above 25,000-1,00,000 birds).
3. Large (above 1,00,000 birds)
In the current guidelines issued by CPCB, following methods have been proposed in the guidelines for the disposal and utilization of bird droppings.

The said poultry farm is a broiler farm and the bird dropping are disposed off after completion of 45 days of circle of broilers slot. The manure is being sent to the nearby local farmers to be used as manure in their fields twice in a year.
The site of the poultry farm has been visited by the officer of the Board on 23/02/2024 and it was observed as under:-
1. The poultry farm was found in operation.
2. The poultry farm has provided 01 no. single story sheds for laying of chicks to produce broilers and has laid approx. 8,000 no. chicks.
3. The poultry farm has discharging domestic effluent onto land for plantation after passing through septic tank.
4. The poultry farm has provided adequate plantation along the boundary wall.
5. During visit, low intensity odour was sensed & flies were also seen in the poultry farm.
6. The poultry farm has provided dead burial pit for disposal of dead birds in scientifically sound manner. The representative informed that lime and salt are being used regularly for the decomposition of the dead birds in the pits and stack of height 3 feet has been provided with the pit.
7. The poultry farm has not installed any poultry feed mill in its premises. The representative has informed that the poultry feed is being provided by the Company.
8. The poultry farm has installed DG set of capacity 40 KVA in its premises. The same was found equipped the canopy by providing stack of adequate height.
9. No complaint is pending against the poultry farm as per record of this office.
It is pertinent to mention here that the representative of the poultry farm has submitted its suggestions and has applied on CM portal during 'Sarkar-Sannatkar Milni', to grant relaxation in sitting guidelines in order to carry out its expansion in its existing poultry farm (copy enclosed).
In view of above, it is recommended that the application of the poultry farm may be considered at higher authority level, being policy matter taking into consideration of submission and request made by the industry, please.
