It is intimated that the project proponent has applied for consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up a new rice sheller for manufacturing of Rice @ 3.25 T/hr., Rice Bran, Rice Husk, Phuk @ 1.75 T/hr. from Paddy @ 5 T/Hr. along with 01 Shelling Section with cyclone separator & 01 no. dryer along with cyclone separator and 01 no. sortex machine in the revenue estate of Vill. Kariha, Tehsil Nawanshahr, Distt. Shaheed Bhagat Singh Nagar.
The industry has submitted project report, site plan, SDM letter bearing no. 456/Reader dated 12.07.2023 regarding various distance from site, DTP (N), Shaheed Bhagat Singh Nagar letter no. 413 dated 18.09.2023, land proof, Partnership, site plan, feasibility report, project report.
The industry has deposited Rs. 11300/- vide UTR No. 659562355 dated 05.03.2024. The fee deposited by the industry is adequate for one year.
The site was visited by the officers of this office on 29.02.2024 and observed that site is located in revune estate of Vill. Kariha, Tehsil Nawanshahr, Distt. Shaheed Bhagat Singh Nagar. The site is surrounded by the agricultural land. During visit, it was found that the boundary wall of the project proponent is completed and remaining work is under progress. The electric wire crossing over the proposed site. The left side of the proposed of M/s and boundary of the same is already constructed.
As per application form the industry has proposed to install 01 no. Shelling section along with cyclone separator as APCD and 01 no. dryer along with cyclone separator as APCD. The domestic effluent generated from the premises of the unit will be discharged onto land for plantation. The reports of the Sub Divisional Magistrate, Nawanshahr issued vide no. 456/Reader dated 12.07.2023 & DTP, Nawanashahr letter no. 413 dated 18.09.2023 regarding distance from various parameters.
From above, it is clear that the proposed site of the industry is complying with the siting criteria as laid down by the Govt. Of Punjab vide orders dated 15.10.2013 for establishment of such units.
In view of above, if approved, the industry may be granted 'consent to establish'/ NOC of the Board for one year for establishment of dry rice sheller alongwith mechanical dryer, subject to the suitable conditions and with special condition that
1) The project proponent shall comply with the conditions mentioned in the DTP Nawanshahr letter no. 413 dated 18.09.2023 & SDM, Nawanshahr letter bearing no. 456/Reader dated 12.07.2023.
2) The project proponent shall not operate the units without prior permission of the Board.
3) The consent to establish (NOC) granted to industry on the basis of report / verification made by Revenue Department Nawanshahr and industry shall maintain all the distance mentioned in report for compliance of setting criteria notified for rice mills.
4) The industry shall comply with code of practices framed by the Board for rice mills, complete in all respect all the time.
