Recommendations :
It is submitted that the project proponent has proposed to establish a small scale industrial unit for manufacturing of Roasted Pellet Feed by using Maize, Soya, Mustard Seed Cake, Sun Flower, DOC, Bazra, Lime stone & GNE, Cotton Seed Cake, Rice Polish, Salt, Molasses in land measuring 14 kanal (1.75 acre) located in the revenue estate of village Biggarwal, Tehsil Sunam, Distt. Sangrur.
Accordingly, it has applied for obtaining NOC of the Board under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Roasted Pellet Feed @ 15 T/day by using Maize, Soya, Mustard Seed Cake, Sun Flower, DOC, Bazra, Lime stone & GNE, Cotton Seed Cake, Rice Polish, Salt, Molasses @ 15 T/day under orange category.
The industry has provided following documents alongwith application: -
1. Tehsildar Report mentioning the distance from various parameters.
2. Land registry
3. Project report mentioning the proposed cost of project including fixed assets.
4. Partnership deed
5. Change of land use certificate obtained from Senior Town Planner, Patiala vide its letter no. 3257 STP (P)/SP-327 dated 21.09.2018, which is stating that the site of land having khasra no. 109//25 (4-12.5), 110//21/1 min (1-18), 118/1/1 min (1-6), 119/4-5 min (6-3.5) total measuring 1.75 acres located in the revenue estate of village Biggarwal, Tehsil Sunam, Distt. Sangrur and the site falls in Notified Local Planning Area, Sunam. Permission is hereby given as per Chief Town Planner letter no. 1219-37-CTP(PB)/SP-432 (Gen.) dated 27.02.2018 to use the said land for this unit (cattle feed).
The above said documents has been verified and was found in order.
The industry has also deposited Rs. 10,800/- as NOC regluarization fee under the Water Act, 1974 and the Air Act, 1981, which is adequate.
To check the submissions made by the project proponent, the proposed site of the industry was visited by the undersigned on 01.03.2024 and it was observed as under: -
1. The proposed site is located on Sunam-Khadial Road, Village Biggarwal, Tehsil Sunam, Distt. Sangrur.
2. The industry has already started the construction work of boundary wall.
3. The proposed of the industry is located at a distance of more than 100 mts. from the Lal Lakir of Village Village Biggarwal as reported by Tehsildar Sunam. No 15 pucca houses are existing within the radius of 100 mts from the proposed site of the industry. The proposed site of the industry falls outside the nearby Nagar Council as reported Tehsildar Sunam.
4. The industry is proposed to use water in boiler and will not generate any trade effluent and only boiler blow down will be generated, which is proposed to discharge it onto land for plantation after passing through septic tank. Moreover the domestic effluent generated from the premises of the industry is proposed to discharge it onto land for plantation after passing through septic tank.
5. The industry is proposed to install a boiler of capacity 1.5 TPH. The industry is proposed to install cyclone separator as APCD alongwith feed mill plant and boiler to control the dust emissions generated while processing of raw material in feed mill.
The proposed mechanism to control the air emission and for disposal of waste water in scientific manner by the industry is found adequate.
From the reports of STP, Patiala & Tehsildar, Sunam and the findings observed during the visit, it is clear that the industry is meeting with the general sitting siting guidelines prescribed by the Board for such type of industries. Thus, the site is suitable for establishment of feed mill.
The competency for grant of NOC for such plants lies with the Senior Environmental Engineer of Zonal office.
Keeping in the view of above, it recommended that consent to establish (NOC) the feed mill plant for manufacturing of Roasted Pellet Feed @ 15 T/day by using Maize, Soya, Mustard Seed Cake, Sun Flower, DOC, Bazra, Lime stone & GNE, Cotton Seed Cake, Rice Polish, Salt, Molasses @ 15 T/day under orange category may be granted to the industry subject to certain conditions mentioned therein and special condition that the industry shall be bound to abide with the conditions mentioned in STP, Patiala letter no. 3257 STP (P)/SP-327 dated 21.09.2018.
