File Note: • It is intimated that the project proponent is a small scale red category residential project. • Earlier, the project propone had applied for CTE/NOC in November, 2023. SCN was issued for refusal of CTE/NOC. The PP has now re-applied for CTE/NOC along with reply to the SCN and relevant documents. • The project proponent has obtained the CLU Certificate vide its Vide Memo No. 447/STP(J)/CLU(J) dated 29.03.2023for an area of 10.39375 acres. • As per the site plan submitted by the project proponent, it shall have COMMERCIAL SHOPS @22 Numbers/Day and RESIDENTIAL PLOTS @ 206 Numbers/Day. • The proposed site was visited by Environmental Engineer along with AEE on 24.11.2023. The site of the project falls outside Municipal limit of MC Jalandhar. The project proponent has demarcated the boundary wall of the proposed project at site. No MAH industry/cement plant/ grinding unit/ rice sheller/ saila plant/ stone crushing/ screening cum washing unit/ hot mix plant/ brick kiln within a radius of 500 m from the boundary of the proposed site of the project. No air polluting industry located within 100 m of the site. Therefore, the site of the project is conforming to the sitting guidelines laid down by the Govt. of Punjab, Department of Science Technology and Environment vide order dated 25/07/2008 as amended on 30/10/2009. • The project proponent has submitted site plan as per which total saleable area is 23630. 21 square meter (23017.22 square meter residential and 613.09 square meter commercial) and total built up area will be 49562.3 square meter which is less than 1,50,000 square meter and hence the project is not covered under EIA, 2006. • The project proponent has submitted feasibility report for control of pollution. As per the brief project report the occupancy/population has been estimated to be 1030 persons. As per the feasibility the waste water generation will be 130 KLD. • As per the feasibility report, STP of capacity 150 KLD has been proposed to be installed at site. The STP will be based on MBBR technology which is principally adequate. • The project proponent has proposed to partially reuse treated effluent @45 KLD for flushing and dispose off remaining treated effluent partially onto land reserved for green area and green buffer at site approx. i.e. 1.7 acres. The project proponent has marked the area in site plan and has also submitted Jamabandi of the said land for Khasra number 21//17/2 and 21//18. The project proponent has also undertaken that this land shall not be used for any other purpose. • The project proponent has submitted undertaking that they will ensure that individual house holders shall provide dual plumbing. • The project proponent has proposed to use 10 KLD of treated wastewater will be used for irrigation of green area and remaining 75 KLD/day will be used for irrigation in 1.7 acre of plantation area to be developed as per Karnal Technology within the project in summer season. In winter season, 05 KLD of treated wastewater will be used for irrigation of green area of and remaining 80 KLD will be sent for irrigation of plantation area. In rainy season, 02 KLD of treated wastewater will be used for irrigation of green area and remaining 83 KLD will be sent for irrigation of plantation area. No effluent is to be discharged into any sewer. • The project shall generate solid waste which will be segregated into recyclable, Biodegradable and inert waste. Bio Composter will be installed for treatment of wet solid waste. Recyclable waste shall be sold to recyclers. Non-Bio-degradable waste will be disposed off as per the Solid Waste Management Rules, 2016. Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the colony for one year with suitable conditions and with special conditions that:- 1. The project proponent shall comply with the various terms and conditions of the CLU granted to it. 2. The project proponent shall not discharged treated effluent except as per proposal submitted by the project proponent. 3. The promoter company shall ensure that the total built up area of all individual projects/plots combined together is not more than 1,50,000 sqm, otherwise the project as such is covered under category 8(b) of the schedule appended to the EIA notification and project proponent of the area development project is required to obtain the environmental clearance, failing which, the promoter company shall be liable for action for the violation of EIA notification dated14/09/2006. 4. The promoter company shall ensure that the total built up area of construction being carried out by it or any different builders may not be greater than 20,000 sqm, otherwise the project as such is covered under category 8(a) of the schedule appended to the EIA notification and project proponent of the building and construction project is required to obtain prior environmental clearance, failing which, the promoter company/builder shall be liable for action for the violation of EIA notification dated14/09/2006. 5. The project proponent shall obtain permission from the PWRDA for the abstraction of ground water. 6. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month. 7. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis. 8. The project proponent shall ensure segregation of solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting by providing mechanical composter of capacity 150 kg/day. 9. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form. 10. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project 11. The promoter company shall comply with the provisions of the Construction and Demolition Management Rules, 2016. (Competency – Senior Environmental Engineer)
