File Note: It is submitted that earlier the industry was issued consent to establish (NOC) under the Provisions of Water (Prevention & Control of Pollution) Act,1974 & the Air (Prevention & Control of Pollution) Act, 1981 vide no.CTE/Fresh/LDH2/2024/24925087 Dated 22.02.2024 valid upto 21.02.2025 for manufacturing of Detergent Formulation without manufacturing of LABSA @ 600 MT/Year using Calcium Magnesium Carbonate @ 108 MT/Year, Acid Slurry @ 75 MT/Year, Aluminosilicate @ 24 MT/Year, Additives @ 9 MT/Year, Sodium Bicarbonate @184 MT/Year and Sodium Chloride @ 200 MT/Year as Raw Material under Green Category in Small Scale Sector. Now, the industry has applied for obtaining consent to operate under the Water (prevention & Control of Pollution) Act, 1974 and Air (prevention & Control of Pollution) Act, 1981 alongwith required documents and fee. The industry has submitted the following documents:- 1. Location / Site plan of National Soap Mill duly approved by Competent Person authorized by Director of Factories, Punjab. 2. List of Director 3. Copy of Lease Deed 4. Manufacturing flow chart 5. List of machinery installed. 6. As per CA certificate the gross value of fixed assets (Without deprecation value is Rs. 8,86,622/- as on 07.03.2024 7. The industry has deposited Rss.7000/- vide R.No. 984589224 dated 29.02.2024 + Rs.2000/- Vide R. No. 615132624 dated 07.03.2024 under the Water Act, 1974 and Rs. 7000/- vide no. 434280459 dated 29.02.2024 + Rs. 2500/- vide R.no. 580085606 dated 07.03.2024 (Rs.2000/- as Air consent fee + Rs. 500/- as application form fee) under the Air Act, 198, which is adequate upto 28.02.2034. To verify the facts at site the industry was visited on 11.03.2024 as observed as under:- 1. The industry has installed ribbon blender machine, hammer mill, packing machine, and stitching machine in its leased premises. 2. The manufacturing process of the industry is Raw Material Feeding--> Mixer-->Hammer Mill-->Packing Machine-->Bag Stitching and Weigh--> Ready for Sale. 3. There is no boiler/DG set/ Furnace. 4. There is no source of trade effluent and domestic effluent will be discharged into STP installed in National Soap Mills. 5. The industry is complying with the conditions of the NOC granted to the industry. 6. The industry will use the water, electricity, sewage treatment facilities and other services as available in the premises of M/S National Soap Mills and will pay charges on actual uses basis for these facilities as per lease deed. In view of above, it is recommended that the consent to operate under the Air (prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.12.2033 with usual conditions and with the special condition that:- 1. The inspection of industry shall be governed by the inspection policy framed by CPCD/PPCB/Govt. from time to time. In case of complaint, the industry can be visited by the Regional Office or any other officer authorized by the Competent Authority. 2. In case of industry is found to create conditions that generate any type of pollution and / or if there is any objection from the surrounding community and if on verification, it is found that such objection has some substance, the Board shall be at the liberty to take action against the Industry under the provisions of the Water (Prevention & Control of Pollution) Act. 1974 and Air (Prevention & Control of Pollution) Act, 1981 and / or Environment (Protection) Act, 1986 as deemed fit. 3. In case of change of data provided in this simplified form, the Industry shall inform the Board and shall get revised Consent. The Industry shall apply for obtaining Consent to Establish / Operate from the PPCB, in event ofits graduation from Green to Orange/Red category Industry.
