The industry is a small scale orange category unit.
A. The industry was identified by the then AEE on 10.12.2022 and during visit found that the industry was operating without consent to operate of the Board.
B. Thereafter, directions u/s 31-A of the Air Act, 1981 was issued to the industry for closure of the unit and disconnection of electricity connection of the industry. The electricity connection of the industry has been disconnected by the PSPCL authorities on 27.02.2024.
C. Now, the industry has applied for fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents.
D. The industry has deposited Rs. 20300/- vide UTR no. 514107536 dated 21.05.2023 under Water Act, 1974 and Rs. 8700/- vide UTR no. 514107536 dated 21.05.2023 as penalty under Water Act, 1974 and Rs. 20300/- vide UTR no. 147240713 dated 21.05.2023 under Air Act, 1981, Rs. 8700/- vide UTR no. 147240713 dated 21.05.2023 as penalty under Air Act, 1981 and Rs. 2900/- vide UTR no. 147240713 dated 21.05.2023 as NOC fee, which was adequate upto 31.03.2029.
E. The industry was earlier identified operating without obtaining consents to operate. Directions were issued for disconnection of electricity connection and sealing of machinery.
F. The industry was visited by the by EE along with AEE of this office on 29.02.2024 and it was observed that:-
1. The industry was not in operation during the visit. The electricity connection was found disconnected. The plant and machinery was sealed during the visit.
2. The industry has installed 06 presses and 01 extruder at site.
3. There is no generation of trade effluent and cooling water is re-circulated by the industry.
4. The industry has installed one thermic fluid heater of capacity 04 Kcal/hour with dust collector as APCD and with adequate stack height. Wood was using as fuel as informed by the representative of the industry.
5. The industry has submitted land use classification from Municipal Corporation, Jalandhar vide letter no. 2393 dated 23.02.2023 mentioning that the industry falls in special industrial zone.
6. The industry has submitted building plan endorsed by approved architect.
7. No specific violations was found other than CTO not obtained by the industry.
Recommendations :-
Keeping the above in view, it is recommended that:-
1. Consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months with suitable conditions.
2. Electricity connection of the industry may be restored for six months.
