It is submitted that the industry is a small scale orange category rice sheller and was granted consent to establish/NOC from the Board under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/SGR/2023/21312103 dated 03/04/2023 valid upto 02/04/2024 for manufacturing of Sorted Raw Rice with Dryer @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category.
Now, the industry has applied for obtaining fresh consents under the Water Act, 1974 and under the Air Act, 1981 for same production i.e. manufacturing of Sorted Raw Rice (with dryer) 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material.
The industry has submitted electricity bill as the proof of date of connection wherein the connection date is mentioned as 02.02.2024.
The rice sheller has deposited Rs. 42,000/- vide no. N040242876045913 dated 09.02.2024 & Rs. 2100/- vide no. N040242876036148 dated 09.02.2024 as penalty fee under the Water Act, 1974 and Rs. 42,000/- vide no. N040242876042256 dated 09.02.2024 & Rs. 2100/- vide no. N040242876081372 dated 09.02.2024 as penalty fee under the Air Act, 1981. The industry has submitted the CA certificated for the value of fixed assets Rs. 144.94 Lacs as on 10.02.2024. The fee deposited by the industry is adequate upto 30.09.2028 under the Water Act, 1974 and the Air Act, 1981.
The industry has submitted an undertaking regarding the APCDs installed by the industry. The industry has also submitted compliance report of previous consent conditions earlier granted to it for setting up a rice sheller unit.
The rice sheller has submitted approved building plan duly approved by Competent Person approved under Factory Act.
To verify the compliance of consent conditions earlier granted to the rice sheller & the code of practice, the rice sheller was visited by undersigned on11/03/2024 and it was observed as under : -
1. The industry was in operation.
2. The industry has covered all the processing sheds.
3. The industry has installed cyclone as APCD for shelling section as well as for dryer section and the same was having adequate stack height.
4. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. The industry has provided jali of height 5 ft above this wall.
5. The industry has no source of trade effluent generation.
6. The industry has constructed septic tank for treatment of domestic effluent of the toilet section and disposal onto land for plantation.
7. The industry has planted sapling of trees along the boundary wall.
8. The industry has not stabilized the movement area of vehicles from gate to husk area and rice room to prevent the generation of dust emissions. The industry has started the construction of movement area and also submitted an undertaking that it will be completed within one month.
In view of above, it is recommended that consent to operate granted under the Water Act, 1974 & the Air Act, 1981 may both be granted upto 30/09/2028 (upto adequacy of fee) for manufacturing of Sorted Raw Rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category, subject to certain conditions to be mentioned therein and with a special conditions-
1. The industry will got analyzed its stack emission samples from Board's lab or Board's approved lab in this season.
2. The industry shall stabilize the movement area within one month and shall submit the compliance thereafter immediately.
