It is submitted that the project proponent was granted Consent to Establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2023/24041423 dated 09.11.2023, valid till 31.10.2028 for installation of DG set of capacity 1500 KVA x 2 with certain conditions.
Now, the project proponent has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for installation of DG set of capacity 1500 KVA x 2 alongwith requisite documents.
The project proponent has deposited Rs. 90,000/- vide R. No. 736785445 dated 24.11.2023 under Water Act, 1974 and Rs. 90,500/- vide R. No. 172168780 dated 24.11.2023 under Air Act, 1981 against the total cost of the project Rs. 945 lacs. The consent fee under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 are adequate till 30.09.2028.
The industry has submitted a copy of allotment letter issued by Punjab Small Industries & Export Corporation Limited vide no. PSIEC/ESTATE/5067 dated 26.05.2023 regarding transfer of Industrial Plot No. F-140, Phase VIII-B, Industrial Focal Point, SAS Nagar (Mohali) measuring 501 sq.yards in favour of 99 years lease hold basis for the manufacturing of “IT & ITES Services” to M/s V-Con Intelligent Security Private Limited through its authorized signatory Sh. Upendra Sharma S/o Sh. Brij Mohan Lal Registered Office Plot No. C-204, Industrial Area, Phase VIII-B, SAS Nagar, Mohali.
The project proponent has submitted letter for approved building plan issued by PSIEC vide no. 31899-11 dated 27.03.2018.
The site of the project was visited by AEE (OS) on 12.03.2024 and during the visit, it was observed as under:
1. The project is an IT Company.
2. No trade effluent is being generated from the project.
3. Domestic effluent being generated is discharged into sewer.
4. The project has installed 2 no. DG sets of capacity @ 1500 KVA each with canopy and adequate stack height.
5. As per allotment letter issued by PSIEC, the site is suitable for such type of project.
In view of the above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for 30.09.2028 subject to condition and following conditions that:
1. This consent to operate under Air (Prevention & Control of Pollution) Act, 1981 is only valid for installation of two DG Sets of capacity 1500 KVA each.
2. The industry shall not start any other new process within its unit which may change its category without the prior written permission of the Board.
3. The project shall not generate any trade effluent.
4. The project shall obtain permission from other concern departments, if need be.
5. The project shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.
