It is submitted that the industry has proposal to establish a new rice sheller unit with the name & style of M/s Guru Nanak Rice and General Mills in an area of 20 kanals, bearing khasra nos. 1712/336(7-13) 1718/338(0-7) 240/3163(12-0) share 240/3163 of 158 kanal 03 marlas, in the revenue estate of village Burj Harika, Tehsil Jaitu, District Faridkot. Accordingly, the District Town Planner, Faridkot and Tehsildar Jaitu were requested vide this office letter no. 386 and 387 dated 29.01.2024 to submit verification report of siting guidelines.
In reference to this office letter no. 386 dated 29.01.2024, the DTP Faridkot vide letter memo no. 158/DTP(FK)/RS-1 (FDK) dated 29/02/2024 has submitted its report w.r.t. verification of siting guidelines for establishment of Rice sheller unit in an area of 20 kanal, bearing khasra nos. 1712/336(7-13) 1718/338(0-7) 335min(12-0) in the revenue estate of village Burj Harika, Tehsil Jaitu, District Faridkot, which is reproduced as under:-
A(i) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਕਿਸੇ ਡੈਜ਼ੀਗਨੇਟਿਡ ਫੋਕਲ ਪੁਆਇਟ ਜਾਂ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿੱਚ ਨਹੀਂ ਪੈਂਦੀ ਹੈ ।
A(ii) ਸਾਈਟ ਕਿਸੇ ਵੀ ਮਾਸਟਰ ਪਲੈਨ ਜਾਂ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਦੀ ਹਦੂਦ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ । ਸਾਈਟ ਦੇ ਦੋ ਕਿਲੋਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਵੀ ਅਰਬਨ ਲੋਕਲ ਬਾਡੀ ਨਹੀਂ ਪੈਂਦੀ ।
A(iii) ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਵੀ ਨੈਸ਼ਨਲ ਹਾਈਵੇਅ, ਸਟੇਟ ਹਾਈਵੇਅ, ਸ਼ਡਿਊਲ ਰੋਡ ਅਤੇ ਬਾਈਪਾਸ ਨਹੀਂ ਪੈਂਦੀ ।
The proposed site of the industry meets with the siting guidelines framed by the Board for the establishment of rice shelling units. The detailed status report w.r.t. siting guidelines as per the report signed by the Tehsildar, Jaitu, which is reproduced as under:-
“ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਦੇ ਹਵਾਲਾ ਅਧੀਨ ਇਸ ਪੱਤਰ ਦੇ ਸਬੰਧ ਵਿੱਚ ਹੈ ਕਿ ਨੰਬਰਾਨ ਖਸਰਾ 1712/336(15-6) ਦਾ ½ ਹਿਸਾ ਬਕਦਰ 7-13 ਨੰਬਰ ਖਸਰਾ 1718/338 (0-14) ਦਾ ½ ਹਿਸਾ ਬਕਦਰ 0-7 ਵਾ ਸਾਲਮ ਖੇਵਟ ਨੰਬਰ 249 ਰਕਬਾ 158/3 ਦਾ 240/3163 ਹਿਸਾ ਬਕਦਰ 12-0 ਕੁੱਲ ਰਕਬਾ (20-0) ਵਾਕਿਆ ਰਕਬਾ ਪਿੰਡ ਬੁਰਜ ਹਰੀਕਾ, ਤਹਿ: ਜੈਤੋ, ਜਿਲਾ ਫਰੀਦਕੋਟ, ਜਿਸਦੀ ਮਾਲਕੀ ਗੁਰੂ ਨਾਨਕ ਰਾਈਸ ਐਂਡ ਜਨਰਲ ਮਿਲ ਦੀ ਤਸਦੀਕ ਹੁੰਦੀ ਹੈ । ਜੋ ਕਿ ਪਿੰਡ ਦੀ ਫਿਰਨੀ, ਲਾਲ ਲਕੀਰ ਤੋਂ 500 ਮੀਟਰ ਬਾਹਰ ਹੈ ਅਤੇ ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਘੇਰੇ ਵਿੱਚ ਚਿੜੀਆ ਘਰ ਮੰਜੂਰ ਸ਼ੁਦਾ ਰਿਹਾਇਸ਼ ਤੋਂ ਇਲਾਵਾ ਧਾਰਮਿਕ ਸਥਾਨ, ਇਤਿਹਾਸਕ ਸਥਾਨ, ਵਿਦਿਅਕ ਅਦਾਰਾ, ਜੰਗਲੀ ਜੀਵ ਦੇ ਰੱਖ-ਰਖਾਵ, ਪ੍ਰੋਟੈਕਟ ਮਨੋਟੋਮੈਂਟ ਸਥਾਨ ਆਦਿ ਨਹੀਂ ਆਉਂਦਾ ਹੈ । “
The industry has applied application for obtaining consent to establish (NOC) under the Water Act, 1974 and the Air act, 1981. Details are as under:-
The industry has submitted feasibility report mentioning cyclone separator to be installed as APCD with the paddy pre cleaner and shelling section separately. As per feasibility report, the industry has proposed to achieve the prescribed standards.
The industry has deposited Rs. 8400/- vide online R No. 331620622 dated 04.03.2024 as NOC regularization fee against the proposed project cost of Rs. 192.9 lacs, which is adequate for one year.
The industry has submitted its partnership deed dated 21.08.2023, as per which Sh. Sushil Kumar S/o Sh. Om Parkash and Sh. Balbir Bharti S/o Sh. Om Parkash are partners of the unit.
To process the application, the industry was visited by undersigned (AEE) on 12.03.2024 and it was observed as under:-
1. The site is located in the revenue estate of Village Burj Harika, Tehsil Jaitu, District Faridkot along the link road leading to Village Burj Harike.
2. The industry is ready to start construction of boundary wall.
3. The industry has proposed to install separate cyclone separator as APCDs for shelling section and paddy cleaner of dryer section. In this regard, the industry has also submitted feasibility report.
4. The industry does not propose to use any water in the process, thus no trade effluent will be generated from the process. The industry has proposed to use 1.5 KLD of water for domestic use, thus only domestic effluent @ 1.0 KLD will be discharged onto land for plantation after passing through septic tank.
5. The width of approach road is more than 16 feet.
6. The industry has submitted copy of project report, feasibility report, partnership deed, sale deed of land, verification report issued by DTP, Tehsildar report, aks sijra and latha.
From the above, it is clear that the industry is meeting with the specific siting guidelines prescribed by the Board for the establishment of a rice sheller unit, as per Deptt of Science Technology & Environment Govt. of Punjab Order No. 10/48/2004/STE(4)/932 dated 15.10.2013. The competency for grant of NOC to Rice sheller with or without dryer and saila plants lies with the Environmental Engineer of Regional office, as per Board circular no. 23539-76 dated 03.06.2013.
Keeping in view of above, if approved, the consent to establish (NOC) for setting up of Rice sheller unit at proposed site located at Village Burj Harika, Tehsil Jaitu, District Faridkot to manufacture Raw rice with dryer @ 2 TPH alongwith sortex machine of capacity 2 TPH of sorted rice may be granted to the industry for one year with suitable conditions as per policy of the Board.
