It is submitted that the subject cited rice sheller has been established after obtaining consent to establish (NOC) vide no. CTE/Fresh/FDK/2023/22060677 dated 12.06.2023, valid upto 11.06.2024 for the manufacturing of Raw rice with dryer @ 3 TPH and Sorted Rice @ 3 TPH, under Orange category, with certain conditions mentioned therein alongwith that the industry shall not start construction activity until the 11 KVA line passing through the site of the rice sheller is shifter outside the site.
Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981, for the manufacturing of Raw rice with dryer @ 3 TPH and Sorted Rice @ 3 TPH. The detail of case is as under:-
• The industry has deposited Rs. 25,200/- vide UTR/Ref. No. 580538125 dated 26.02.2024 under the Water Act, 1974 and Rs. 25,200/- vide UTR/Ref. No. 364094369 dated 26.02.2024 under the Water Act, 1974, against the fixed assets of Rs. 150.55 Lakhs as on 17.01.2024 as per CA certificate. Thus, the consent fee is adequate upto 30/09/2026 under each Acts.
• The industry has submitted an undertaking through its partner regarding installation of cyclone separators as APCD for the Pre-cleaning section and sheller section as per dimensional drawing given in the feasibility report submitted to the Punjab Pollution Control Board.
The industry was visited by this office on 12.03.2024 and it was observed as under:-
1. The rice sheller unit in operation during visit. No high tension wire passes through the site of sheller as the same has been shifted by the industry.
2. The industry has installed machinery of rice sheller, for which NOC has obtained by it, in the processing shed and the processing shed has been covered from all sides.
3. The industry has installed cyclone as APCD with shelling section and paddy pre cleaner dryer section. All dust emitting points have been connected with hooding system. Adequate stack heights have been provided with both APCDs alongwith sampling arrangements.
4. The industry has provided 5 ft. wire mesh above the 10 ft wall of adequate length in husk storage area.
5. The industry has not provided brick paved road on movement area. However, the industry has submitted undertaking that the same will be provided within one month and requested to grant consent to operate with this condition.
6. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary.
7. The industry has planted trees along its boundary wall.
The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013.
The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2026 for operation of rice sheller unit to manufacture Raw rice with dryer @ 3 TPH and Sorted Rice @ 3 TPH, under Orange category, subject to the suitable conditions and a specific conditions as under:-
1) The industry will get its emissions analyzed from Board's lab, during ongoing paddy season.
2) The industry shall paved its movement area and submit compliance to the Board, within one month.
