File Note: • It is submitted that the HCF was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 valid upto 31.03.2024 for 33 beds. • Now, the HCF has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS of the Board for 30 beds. • The hospital has deposited Rs. 10000/- vide UTR No. AXSK240500019914 dated 19.02.2024 under Water (Prevention & Control of Pollution) Act 1974 and Rs. 10000/- vide UTR No. AXSK240500019896 dated 19.02.2024 Air (Prevention & Control of Pollution) Act 1981 is adequate upto 31.03.2029. • The hospital has submitted MOU signed with M/s Meridian Milieu, Ltd, Bir Pind, Jalandhar for treatment and disposal of its Bio-Medical Waste valid upto 18.02.2027 for 30 beds. • The HCF has submitted lifting slips, self declaration certificate, building plan with the application. • As per office order No. 379 dated 27.10.2023 by the Board it has been decided that HCFs up to 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents to operate under the Water Act, 1974 and the Air Act, 1981 as well as authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement, subject to the condition that HCFs shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste (Management & Handling) Rules, 2016 upto date and subsequent amendment if any. • The HCF was visited by Er. Surbhi, AEE (OS) of this office on 14.02.2024 and observed that the HCF was in operation. • The Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips. From the record, it is clear that the HCF is regularly lifting its Bio-Medical waste lifted to CBWTF. • The HCF has installed 2 nos. DG sets of capacity 125 KVA and 82.5 KVA with canopy and adequate stack. • The HCF is complying with the conditions under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981. Keeping in view of the above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted upto 31.03.2029 with special condition that:- 1 This consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 is valid for 30 beds only. 2 The HCF shall obtain other statutory approvals required from other departments, if any. 3 The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 4 The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board. 5 The HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio Medical Waste (Management & Handling) Rules, 2016 upto date and subsequent amendment if any.
